Afghanistan Insurance Project
 

In 2005, UNCTAD was requested to provide support to the government of Afghanistan in the area of insurance. Initial work includes feasibility study on the establishment of Customs Bond Insurance Scheme for Afghan Ministry of Finance and Customs Authority, and is being undertaken in cooperation with UNCTAD´s ASYCUDA Programme.

In November 2006, The Insurance Programme implemented a mission to Afghanistan to ascertain the viability of establishing a customs bond insurance guarantee facility in that country. During the mission, more than 18 interviews were conducted with banks, insurers, customs authority, ministries, traders and shippers to verify that the necessary infrastructure was available. The mission found that the existing infrastructure in Afghanistan was capable of supporting and implementing the facility, subject to the constraints arising from the current unrest in the country. The decision on how to proceed is expected to be taken soon by the Afghan authorities.
