OBJECTIVES:
To increase the awareness of participants as to the benefits of competition law and policy, as well as the impact of competition policy on the economy.
TARGET POPULATIONS:
- Ministers, secretaries of state, their cabinet directors and government officials in charge of competition law enforcement and policy implementation
- Judges from supreme courts, parliamentarians, high-level jurisconsults (university deans, barristers), as well as magistrates/judges of jurisdictions possibly subject to litigation/disputes
- Representatives of the private sector in countries where it is influential, and representatives of employers' associations, trade unions and chambers of commerce

The course covers:
- Objectives and benefits of competition law
- Description of restrictive business practices such as agreements and concerted action between firms to limit competition, abuse of market power and mergers and acquisitions likely to lessen competition
- Evaluation of mergers and acquisitions: authorizations, notifications and exemptions, the relationship between competition policy and the protection of intellectual property rights
- The impact of competition policy on the small business sector
- The institutional framework for the administration and enforcement of competition law: the structure of competition authorities and the respective roles of the Government and the judicial system
- Sanctions and remedies for anti-competitive practices
- Regulation of public utility sectors and the role of competition policy
ACTIVITIES FOLLOWING THE SEMINAR:
- Brainstorming on current practices that need to be reformed or modified. Determination of the instruments and means required (budget, personnel) and listing of people and bodies to consult
- Development of new or adaptation of existing national competition law and complementary regulation
- Establishment of a competition authority or transformation of existing related institutions in charge of competition law and policy
- Training of experts on competition law and policy
- Promotion of international cooperation with international organizations and authorities in charge of competition law and policy in other countries
