MAST group (Multi-Agency Support Team)

The Multi-Agency Support Team (MAST) was established in 2006 to work on the taxonomy of Non-tariff measures (NTMs), with the following objectives:

  1. Provide a clear and concise definition of NTMs
  2. Develop a classification system of NTMs to facilitate data collection process and analysis
  3. Devise ways to collect efficiently the information on NTMs, taking into account existing mechanisms of collecting specific elements of NTMs by each member agency
  4. Provide guidelines for the use of data, including their quantification methodology


The MAST team is composed of 8 international organizations:

  • Food and Agriculture Organization of the United Nations
  • International Monetary Fund
  • International Trade Centre
  • Organization for Economic Cooperation and Development
  • United Nations Conference on Trade and Development
  • United Nations Industrial Development Organization
  • World Bank
  • World Trade Organization


The work of MAST and the subsequent revisions to the NTM Classification were very successful and it has now been very widely accepted as the standard classification for NTMs in goods by the international trade community, including regional and international organizations.

Jointly with other experts, the MAST group continues its work to further develop the NTMs classification by both regularly revising the existing chapters of the NTM classification, as well as exploring the possibilities of developing the chapters that have not yet been disaggregated, as the classification shall adapt to the realities of international trade and data collection needs.

Last meeting of the MAST group took place in September 2015, where the proposed revisions to existing chapters, as well as the possible data collection and development of the disaggregated chapters were discussed. For more information visit: (direct to the link: MAST meeting September 2015)


There are six groups working on different chapters or chapter groups, as follows:

  • General group: Chapters A-I and P
  • Post-Sales Services and Distribution Restrictions group: Chapters J and K
  • Subsidies group: Chapter L
  • Government Procurement group: Chapter M
  • Intellectual Property group: Chapter N
  • Rules of Origin group: Chapter O
