Global e-Government Forum 2013 - UNCTAD Session on Public Procurement and IT Sector Development

The 2nd Global e-Government Forum (GeGF2013) will be held on 22-23 October 2013 in Ilsan, Republic of Korea.

The session on Public Procurement and IT Sector Development will take place on 22 October (16:20-18:20) during the Forum, and is organized by UNCTAD's Division on Technology and Logistics together with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and the Ministry of Security and Public Administration of the Republic of Korea.

The session will discuss when and how public procurement can be leveraged for the development of a vibrant IT sector in developing and emerging economies. The discussions will elaborate on the finding of a joint UNCTAD-BMZ study which identifies seven strategies that governments can implement in this context. The findings draw on the experience of Kenya, Senegal and Sri Lanka.

Representatives from governments and international organizations, the academia and the private sector will share their experience on opportunities and challenges for the local IT service industry to supply the public sector, and on how public procurement can be used.

The session will look at the role that different actors, such as IT industry associations, public procurement offices, e-government agencies, donor governments and international financial institutions could play in fostering local IT sector development through public procurement.

The panellists from UNCTAD, GIZ, Sri Lanka, Republic of Korea and other countries will take part in the session. Mr. Torbjörn Fredriksson will co-chair the session.
