The global financial and economic crisis introduced a global recession and slump in international trade in 2009, reversing progress towards the Millennium Development Goals (MDGs).

Recently, positive signs have emerged with recovery in economic growth and trade. Such optimism is, however, tampered by the severity and depth of the crisis in many countries and the fact that the root causes of the systemic crisis have not yet been effectively addressed. As countries implement strategies to mitigate the crisis and restore growth, there is reconsideration of globalization as a driving force for growth and development. Ensuring strong recovery requires not only short-term actions but also deliberate policy interventions at the national and international levels to foster profound structural changes in production, consumption and trade patterns and proactive industrial, agricultural and services policies of a developmental State. Harnessing trade in making concrete contributions to national development objectives and the MDGs must build on lessons learnt and fresh approaches, tailored to specific country conditions.

The Commission will provide the opportunity for member States and other stakeholders to discuss innovative trade and development strategies for building resilience to future global economic shocks and ensuring sustainable economic growth and inclusive development.

This year´s session will address two main themes:

  1. Successful trade and development strategies for mitigating the impact of the global economic and financial crisis.

  2. The contribution of tourism to trade and development.

The Commission will also deliberate on promoting and strengthening synergies among the three pillars of UNCTAD, based on reports provided by the secretariat.

Notification

The second session of the Trade and Development Commission will be held from 3 to 7 May 2010. The session will open at 10 a.m. on Monday, 3 May 2010, in room XXVI of the Palais des Nations.

Membership of the Commission is open to all States members of UNCTAD. States members of UNCTAD wishing to attend the session are requested to provide the Secretary-General of UNCTAD with the credentials of their representatives and the names of their alternate representatives and advisers by 20 April 2010.

States that are not members of the Commission are entitled to be represented by observers. Other participants (i.e. the specialized agencies and intergovernmental bodies, as well as non-governmental organizations in the General and Special categories wishing to participate as observers) are requested to indicate the names of their representatives by the same date.

Upon arrival, participants are requested, before entering the Palais des Nations, to collect their badges at the United Nations Security Service, Pregny Gate entrance, 14 Avenue de la Paix. The Security Service is open from 8 a.m. to 5 p.m. Because of the security measures in force, participants are strongly advised to arrive before 9 a.m. in order to complete entry procedures in good time and proceed to the meeting in the E Building (Bâtiment E) of the Palais. Participants are requested to carry a passport or similar national identity card with them. Taxis are not allowed to enter the grounds of the Palais des Nations and visitors will therefore be dropped off at the requested entrance gates. Furthermore, luggage may not be brought into the buildings unless the Security Service gives special clearance.
