Notification

The Commission on Investment, Technology and Related Financial Issues, at its third session (14-18 September 1998), decided to convene an expert meeting on portfolio investment flows and foreign direct investment: characteristics, similarities, complementarities and differences, policy implications and development impact. The provisional agenda, together with the secretariat´s annotations thereto, will be circulated as document TD/B/COM.2/EM.6/1.

The issues to be considered at the expert meeting are the following: (a) definition and statistical recording problems; (b) contributions to development; (c) determinants and comparative volatility; and (d) policy implications.

To facilitate the experts´ discussions, the UNCTAD secretariat will circulate document TD/B/COM.2/EM.6/2. Discussions at the Meeting would also be facilitated by additional information provided by member States. Specific country experiences at the national or subregional level would be of particular relevance. Member States which are in a position to supply such information are requested to do so well in advance of the Meeting. Experts participating in the Meeting are also encouraged to submit brief papers to the UNCTAD secretariat, which will be made available to other participants in the form and language in which they are received.

Member States are requested to nominate experts, who will participate in the Meeting in their personal capacities. Experts are expected to have proven expertise in the subject, and may be selected from the academic world, the public and private sectors and NGOs. In this respect, it would be particularly desirable if experts have been directly involved in the formulation and/or enforcement of portfolio investment and financial policies.

With regard to the financing of the participation of developing countries experts in UNCTAD Expert Meetings, attention is drawn to Trade and Development Board decision 456 (XLV), the text of which is attached, and in particular to paragraphs 1(a) (ii), 1(b) and 2 of that decision. The deadline for the nomination of experts is 19 May 1999. To facilitate communication with the experts nominated, the address, phone and fax numbers of experts, as well as the name of the contact person in the Geneva mission, should be indicated in the letter of nomination.

All member States of UNCTAD are requested to nominate experts at an early date. Specialized agencies and intergovernmental bodies, should they wish to participate in the Meeting, as well as non-governmental organizations in the General Category and those in the Special Category who wish to participate as observers, are also requested to inform the UNCTAD secretariat of the names of their representatives at an early date.
