Key Issues


The Meeting of Governmental Experts from Land-locked and Transit Developing Countries and Representatives of Donor Countries and Financial and Development Institutions is being convened pursuant to paragraph 11 of General Assembly resolution 52/183. The Meeting itself will be held at United Nations Headquarters in New York from 24 to 26 August 1999. It will be preceded by regional-specific consultations on Monday, 23 August 1999. The provisional agenda, together with the secretariat´s annotations thereto, is being circulated as document TD/B/LDC/AC.1/12.

The Meeting is being convened to review progress in the development of transit systems. It will pay particular attention to transit procedures and high transit transport costs facing land-locked developing countries with a view to exploring the possibility of formulating necessary action-oriented measures.

To facilitate the Meeting´s discussions, the UNCTAD secretariat will circulate a report (TD/B/LDC/AC.1/13). Discussions at the Meeting would also be facilitated by additional information provided by member States and international organizations on policies and actions taken or envisaged.

The success of the Meeting will depend in large measure on the strong participation of experts from land-locked and transit developing countries and the active participation of representatives from donor countries and financial and development institutions. Participants attending the Meeting are encouraged to prepare brief papers as inputs to the Meeting. Such papers will be made available to other representatives in the form and language in which they are received.

Member States of UNCTAD are requested to nominate their representatives at an early date. Specialized agencies and intergovernmental bodies, should they wish to participate in the Meeting, as well as non-governmental organizations in the General Category and those in the Special Category who wish to participate as observers, are also requested to inform the UNCTAD secretariat of the names of their representatives at an early date.
