The imperative of transforming rural economies in the 2030 Agenda for Sustainable Development

[Delivered by the Division for Africa, Least Developed Countries and Special Programmes]

In developing countries, the bulk of poverty and other deficits in human development, for example, in terms of access to education, electricity, water and sanitation, occur in rural areas. Therefore, fulfilling the recently adopted Sustainable Development Goals will require transforming the structure of rural economies in the least developed countries and other developing countries as well.

Such a transformation should encompass the following three elements in particular:

  1. Agricultural upgrading, including raising agricultural productivity

  2. Diversifying towards rural non-farm activities by developing sectors such as industry, services and tourism in rural areas

  3. Maximizing the synergies between agricultural upgrading and diversifying towards rural non-farm activities, so that they develop in parallel and support each other

The main features of the rural development imperative, as well as policies for rural structural transformation in the areas of finance, agricultural technology, enterprise and innovation, human resources and institutions, will be examined from a national and international perspective.
