The International Consumer Protection Enforcement Network is a global network of consumer protection governmental authorities promoting cooperation among its members, many of whom are also members of the Organisation for Economic Co-operation and Development (OECD).

In resolution A/RES/70/186 of 22 December 2015, the General Assembly established the Intergovernmental Group of Experts on Consumer Protection Law and Policy (IGE) entrusting UNCTAD with a mandate to become the global hub for consumer protection. UNCTAD has also received a mandate to consider relevant studies, documentation and reports from relevant organizations and networks to exchange information on work programmes and topics for consultations and to identify work-sharing projects and cooperation in the provision of technical assistance, which has a direct link to ICPEN's work.

UNCTAD will participate in the High Level panel on, "The value of networks and why international collaboration is important".

  • Seek views and opinions from Member States and other relevant stakeholders on the implementation of the first meeting of the Intergovernmental Group of Experts on Consumer Protection Law and Policy (IGE) which will be held under the auspices of UNCTAD on 17 and 18 October 2016.

  • Identify new trends and best practices that will channel into the proposal for the work programme of the IGE.

UNCTAD will also participate in the panel, "Digital Markets: work being undertaken in other networks", along with the OECD, the Global Privacy Enforcement Network, the London Action Plan and Consumers International.

The purpose of UNCTAD's participation is to:

  • Present the revised United Nations Guidelines for Consumer Protection, in particular the new Chapter I. on Electronic Commerce

  • Present the work on digital markets undertaken by UNCTAD, in particular UNCTAD's Information Economy Report of 2015 and UNCTAD's E-commerce Week 18-22 April 2016

  • Present the work undertaken by UNCTAD in its technical cooperation and capacity building on competition and consumer protection for its Latin America COMPAL Programme

Expected outcome / Deliverables

Obtain inputs/views from consumer protection agencies for the first meeting of the Intergovernmental Group of Experts on Consumer Protection Law and Policy (IGE).
