First Regional Conference on Consumer Protection in New Delhi, India

25 - 26 October 2017
Vigyan Bhavan
New Delhi
, India

Consumer markets for goods and services have undergone profound transformation over the years. The modern market place contains a plethora of increasingly complex products and services. The emergence of global supply chains, rise in international trade and the rapid development of e-commerce have led to new delivery systems for goods and services and have provided new opportunities for consumers. Equally, this has rendered the consumer vulnerable to new forms of unfair trade and unethical business practices.

Misleading advertisements, tele-marketing, multi-level marketing, direct selling and e-tailing pose new challenges to consumer protection and require appropriate interventions to prevent consumer detriment.
Against this backdrop, the United Nations Guidelines for Consumer Protection (UNGCP) revised in 2015 offer a valuable set of principles setting out the characteristics of effective consumer protection legislation, enforcement institutions and redress systems and for assisting Member States in formulating and enforcing domestic policies and regional strategies.

The Regional Conference will provide a platform to discuss and deliberate upon different aspects of consumer protection in the backdrop of revised UNGCP, aimed at shared learning and for exploring way forward for regional cooperation. The sessions will address the issues of:
- Overview of the United Nations Guidelines for Consumer Protection and Implementation
- Stakeholder Participation in consumer Protection
- The Protection of Online Consumers
- Fostering Consumer Inclusion in Financial Services
- Consumer Education and Empowerment
- Special Challenges in Protecting Vulnerable and Economically Disadvantaged Consumers

The Regional Conference will gather Ministers from South and South East Asian countries, officials from the Governments departments and Consumer Protection Agencies, representations from International Organizations and Academic think tanks.

The Prime Minister of India will inaugurate the Conference and the Minister of Consumer Affairs, Food & Public Distribution, India and Secretary General, UNCTAD will address the delegates during the Inaugural Session.
