UNCTAD/UNDP Side-event: High-level panel discussion on Small Island Developing States and the question of graduation from Least Developed Countries status

UN-SIDS-2014_300x182.jpgThe High-level panel discussion on SIDS and the question of graduation from LDC status will be jointly organized by UNCTAD (lead organizer) and UNDP.

It aims to give relevant SIDS leaders an opportunity to exchange views on the challenge of graduation, and to express their sensitivities and concerns on the treatment by relevant UN bodies and development partners of graduation cases or potential graduation cases when the countries are SIDS, particularly for the most vulnerable among them.

The panel will bring together leaders from SIDS that already graduated, and from SIDS that are earmarked for graduation or under review as potential graduation cases.

Co-chairs:
  • Mr. Mukhisa Kituyi, Secretary-General of UNCTAD
  • Ms. Helen Clark, Administrator of the United Nations Development Programme
Introductory remarks:
  • Mr. Gyan Chandra Acharya, High Representative for the Least Developed Countries (LDCs), Landlocked Developing Countries and Small Island Developing States (SIDS)
Panelists:
  • Mr. Anote Tong, President of Kiribati
  • Mr. José Maria Neves, Prime Minister of Cape Verde
  • Mr. Maumoon Gayoom, former President of Maldives
  • Mr. Enele Sopoaga, Prime Minister of Tuvalu
  • Mr. Joe Natuman, Prime Minister of Vanuatu
  • Mr. Tuilaepa Sailele Malielegaoi, Prime Minister of Samoa (tbc)

The following three questions will be among the key issues to be discussed by the panel:

  1. Is graduation from LDC status a reward or a challenge for relevant SIDS?

  2. Will SIDS treatment replace LDC treatment for graduating SIDS?

  3. Should highly vulnerable SIDS be treated as normal graduation cases?
