Russian Competition Day and a celebration of the 50th anniversary of UNCTAD

The The Russian Competition Day will take place in Saint-Petersburg from 6-11 September 2014.
As part of this 3-day event, the Federal Antimonopoly Service (FAS) will hold a special session to celebrate UNCTAD's 50th Anniversary and to explore ways to strengthen cooperation between Russia and UNCTAD.

 

The Russian Competition Day represents a unique opportunity for UNCTAD to strengthen the fruitful cooperation with FAS and to follow-up on the developments that have taken place since the Intergovernmental Group of Experts on Competition Law and Policy (IGE) in July 2014.

At the IGE 2014, UNCTAD and FAS held a bilateral meeting where FAS requested UNCTAD to create:

  • A Sectoral Databases in the framework of the International Working Groups, co-chaired by the FAS Russia
  • A Regional Database on Information Exchange between Competition Authorities of CIS countries

In this context, negotiations are underway between the FAS Russia and UNCTAD to sign a Memorandum of Understanding in the Sphere of Competition Policy.

The Russian Competition Day" will provide a platform to discuss current issues on competition and to share experiences in implementation of novel approaches to competition policy, practices and enforcement.

UNCTAD will participate in two events on 8 September:

  • 11:00-13:00 hrs. - Roundtable: Russia-UNCTAD: enhancing cooperation

  • 14.30-17.00 hrs. - Plenary Session: Modern Aspects of Competition Policy

During the Plenary Session, UNCTAD will deliver a presentation on Independence and Accountability of Competition Agencies, as well as formally present a Demo version of the UNCTAD Database on Competition cases, which will serve the basis for the creation of a "sectoral Database" that will be used for the International Working Group co-chaired by FAS Russia.

The event will bring together representatives of the Federal State Authorities of the Russian Federation and regional authorities, including the Central and Regional Offices of the FAS Russia, legal and business practitioners, high-ranking officials from foreign Competition Authorities and International Organisations such as OECD and UNCTAD.

UNCTAD will share its current work of Competition, in particular:

  • A presentation of the UNCTAD Secretariat Report on Independence and Accountability of Competition Agencies
  • A presentation of the COMPAL GLOBAL Programme
  • A presentation of the UNCTAD Database on Competition Cases, with the possibility to include a "DEMO" in Russian language
  • Finalisation of a draft text for a MOU between UNCTAD and Russia on Cooperation and mutual assistance
