Consultations on Modalities Report for the Revision of the UN Guidelines to be conducted by UNCTAD at OECD meeting

UNCTAD will conduct consultations on the revision of the United Nations Guidelines on Consumer Protection among representatives of governmental consumer protection agencies attending the Consumer Policies Committee of the OECD. 

UNCTAD is undertaking consultations on the possible revision of the United Nations Guidelines on Consumer Protection (UNGCP). This task was mandated by the First Ad Hoc Expert Meeting on Consumer Protection (2012) and later developed in the Second Ad Hoc Expert Meeting on Consumer Protection (2013). As a mechanism to explore these issues, a proposal was accepted to establish Working Groups. The UNCTAD secretariat has prepared a report on these issues to be submitted to the VII UN Review Conference to Review all Aspect of the Set of Multilaterally Agreed Equitable Principles and Rules for the Control of Restrictive Business Practices Set (the UN Set) for inclusion in a possible future revision of the UNGCP, in close collaboration with the Chairs of the Working Groups. The chairmanship of each working group is as follows: E-commerce (France), Financial Services (Malaysia), Other issues (Brazil & Germany) and Implementation of UNGCP (Gabon). The Draft Report on the Modalities for the Revision of the UNGCP was circulated for comments on August 15. After several additional contributions and comments, UNCTAD will be circulating the final report shortly, which will be discussed in the Ad Hoc Expert Group Meeting on Consumer Protection of 22 and 23 January 2015.
 
The OECD's Consumer Policies Committee is currently revising the 1999 OECD Guidelines for Consumer Protection in the Context of Electronic Commerce, which holds a direct link with the work in UNCTAD.
 
The objectives of these consultations are:
·         Seeking views and opinions from member States and other relevant stakeholders on the revision of the UNGCP, in light of the upcoming Ad Hoc Expert Group Meeting of 22 and 23 January.
·         Presenting the Report on the Modalities for the Revision of the United Nations Guidelines on Consumer Protection.
·         Identifying the new trends and best practices that will feed into the proposal for a revision of the UNGCP.
·         Consulting on the content of proposals for a revision of the UNGCP.
