Fifth Meeting of the Sofia Competition Forum

The Sofia Competition Forum (SCF) was jointly established by the Bulgarian competition agency and UNCTAD, with the aim of providing capacity building to Balkan countries as well as a forum for the exchange of experiences and best practices in the area of competition law enforcement and agency effectiveness.

This is the fifth meeting of the SCF and will discuss the following topics:

· On-the-spot inspections

· Procedural issues arising from dawn raids

The first day of the seminar will be dedicated to inspections on spot. In addition to the general discussions and contributions from resource persons and the beneficiary agencies, the participants will be engaged in the resolution of a hypothetical case study built for the purposes of conducting inspections on spot.

The morning of the second day will deal with procedural fairness in inspections on spot, in particular court warrants, the right to use assistance from external lawyers during inspections, the right to appeal court warrants and the inspectors’ actions, the use of forensic IT, LPP issues, and many others.

Further to this, on the afternoon of 14 November a workshop for competition and consumer agencies will be held. It will aim to discuss the draft report on the modalities for the revision of the UN Consumer Guidelines and to identify possible areas of cooperation between competition and consumer agencies in the region.
