First phase needs assessment for Lebanon; a COMPAL MENA beneficiary country

UNCTAD's COMPAL MENA Programme, with the support of Sweden's SIDA cooperation, aims to promote regional integration through the formulation and enforcement of competition and consumer rules as tools for inclusive and sustainable economic growth. It also addresses issues such as gender equality, good governance and anticorruption.

COMPAL MENA beneficiary countries are: Algeria, Egypt, Lebanon, Jordan, Morocco, Tunisia, Palestine, and Yemen.

Objectives of the programme:

  1. Equip MENA countries with effective capacities to adopt and implement consumer policies.

  2. Provide assistance to private sector to create a competitive environment without unnecessary bureaucratic burdens.

  3. Develop a regional strategy to assist MENA countries in adopting competition neutrality frameworks for enforcing competition law to public enterprises.

  4. Facilitate the accession of new members into GLOBAL COMPAL.

  5. Respond to the different needs and circumstances of different countries with tailor-made policy advice and capacity building activities.

In order to decide upon and design the individual national and regional activities, UNCTAD is organising fact-finding visits to all COMPAL MENA beneficiaries to conduct needs assessments.

These assessments involve:

  1. Interviews with government officials, the judiciary and the legislative power that bear an interest in the administrative, regulatory and enforcement aspects of competition and consumer protection law.
  2. Interviews with local businesses and consumer associations, academia, legal/economics/business professionals, former enforcers/policy makers, media and other relevant stakeholders to competition and consumer protection.
  3. Interviews with other international partners, be that from the public sector (such as other United Nations agencies or development agencies working in the field of competition and consumer protection) or from the private sector (such the American Chamber of Commerce or the EU Chamber of Commerce).

Methodology used for the assessments:

  • Desk research and exchange of information
  • Questionnaires to be completed by selected institutions prior to field missions
  • Sets of questions to be addressed in the interviews
  • Conducting interviews
  • Follow up with additional information from the interviewed institutions
  • Establishment of long-term working relationships between UNCTAD and the stakeholders

Ojectives of the mission:

  • Clear and concise picture of the state of consumer protection and competition in Lebanon
  • Clear and well founded prioritization in relation to the needs on consumer protection and competition
  • Input for implementation strategies and activities in National Operational Plan
  • Establishment of long-term working relationship between UNCTAD and all stakeholders

Participants:

National stakeholders: governmental consumer protection and competition authorities; judiciary, legislators, businesses, consumer associations, media, academia.
