UNCTAD's COMPAL Programme organizes the Fifth International Consumer Protection Forum in Cuzco, Peru

Since 2011, UNCTAD's COMPAL Programme has been hosting the annual International Consumer Protection Forum, which has grown to be the major public forum on consumer protection issues in Latin America with over 300 participants. It aims to provide a space for policy makers and other relevant stakeholders such as businesses, consumer associations, academia, practitioners and the public at large to exchange views on current and future challenges and trends to the welfare of consumers.

Past editions have been hosted in Guayaquil, Lima, Santo Domingo and Bogotá.
 
Latin America counts 522 million citizens today. They are increasingly young, urban and belong to the middle-class. It is ever more evident that for economic development to work for them they need to be empowered as consumers. The Fifth International Consumer Protection Forum will bring together over 300 participants including government officials from over 12 Latin American countries, consumer associations, private sector, academia and practitioners to discuss current and emerging consumer protection issues.
 
In order to identify best practices, the Forum will present the different consumer protection systems that make up the institutional landscape in the region. It will also address various matters of interest to consumers such as the role of self-regulation in consumer protection compliance. Consumer empowerment must be built before and after consumer complaints occur. Thus, there is a need to streamline educational and information campaign and to spread the use of alternative dispute settlement, both of which will be discussed. A special session will be devoted to the opportunities and challenges posed by e-commerce in the region integrating the experience of more mature economies, namely the United States and South Korea. Joint and coordinated efforts in these areas should yield better policies in the medium term and increase consumer welfare in the long run.
