Notification

The Secretary-General of UNCTAD presents his compliments to the Governments of States members of UNCTAD and has the honour to refer to General Assembly resolution 51/167, of 16 December 1996, whereby the Assembly welcomed with appreciation the generous offer made by the Government and the people of Thailand to host the tenth session of the United Nations Conference on Trade and Development. The Conference will be held at the Queen Sirikit National Convention Centre (QSNCC) in Bangkok, Thailand, from 12 to 19 February 2000, and it will be preceded by a half-day briefing meeting of senior officials on organizational matters on 11 February 2000.

The inaugural ceremony, with the participation, inter alia, of several Heads of State or Government and the Secretary-General of the United Nations, will be held at 3 p.m. on Saturday, 12 February. A detailed programme of the day´s events will be circulated at a later date.

The provisional agenda and annotations, as approved by the Trade and Development Board at its 902nd plenary meeting on 5 February 1999, are annexed hereto in document TD/379. The organization of work of the Conference will be issued as an addendum to document TD/379.

Each morning session of the plenary will begin with an interactive debate involving the participation of a keynote speaker. The general debate in plenary will take place from Sunday, 13 February, to Friday, 18 February. In addition to the plenary, there will be a Committee of the Whole and a number of drafting groups, to be established as necessary during the Conference.

A number of high-level round tables will be organized in the course of the Conference. On 12 February in the morning, there will be a high-level round table of eminent economists, and in the afternoon there will be a high-level round table with the participation of the Secretary-General of the United Nations and Heads of United Nations agencies. A round table for civil society is scheduled for the afternoon of 18 February, and a special high-level event with the participation of Heads of State or Government will precede the closing of the Conference on 19 February.

Ministers of least developed countries attending the Conference will hold a meeting on Sunday, 13 February, at the QSNCC.

In the context of the Conference, a number of parallel events are being organized in UNCC-ESCAP, Bangkok, namely the Civil Society Preparatory Track - Plenary Caucus, on 7-8 February; the Inter-Parliamentary Union, on 10-11 February; and a Meeting of Business Federations and Organizations, on 15 February. In the QSNCC there will also be a meeting on South-South Trade (UNCTAD ITC): Buyers/Sellers, on 12-13 February, and a meeting on the UNCTAD/UNDP Global Programme on Globalization, Liberalization and Sustainable Human Development, on 16 February. In addition, a number of exhibitions and stands will be organized by the UNCTAD secretariat as well as by the host authorities, details of which will be provided in a pamphlet at the time of the Conference.

Representation

The attention of the Governments of States members of UNCTAD is drawn to rule 13 of the rules of procedure of the Conference (TD/63/Rev.2) which provides that credentials of their representatives are to be issued either by the Head of State or Government or by the Minister for Foreign Affairs of the country concerned and that these credentials, together with the names of alternate representatives and advisers, should be communicated to the Secretary-General of the Conference.

The specialized agencies, the International Atomic Energy Agency, and the intergovernmental bodies designated under rule 76 of the rules of procedure of the Trade and Development Board and under rule 80 of the rules of procedure of the Conference, should they wish to participate in the deliberations of the Conference, are requested to inform the Secretary-General of UNCTAD of the names of their representatives.

The non-governmental organizations included in the list referred to in the arrangements for the participation of non-governmental organizations in the activities of UNCTAD, as set out in Board decision 43 (VII), should they wish to designate observers to attend the public meetings of the Conference under rule 81 of its rules of procedure, are requested to inform the Secretary-General of UNCTAD of the names of their representatives.

The attention of participants is drawn to the Information for Participants in document TD/INF.35, as well as the Delegate Handbook circulated by the host country, in particular the updated information on recommended hotels and the reservation form.
