16 Nov 10 - UNCTAD’s eRegulations system inaugurated in Vietnam
Viet Nam is the pilot country in Asia for implementation of the eRegulations system, which brings full transparency to investment-related administrative procedures.
The Viet Nam eRegulations system, developed by UNCTAD, was officially inaugurated on 8 November 2010 in Hanoi.
As a result, a step-by-step guide on investment procedures in Hanoi, Danang and Ho Chi Minh City is now available online.
The new system provides detailed online information about processes from the user's point of view - users can learn about the documents required, the time taken, decision appeal mechanisms, and similar practical matters.
This new tool will also allow the Government to constantly simplify procedures by detecting unnecessary interactions, forms and requirements.
Crucially, eRegulations is a means for promoting dialogue between users and state agencies, allowing users to report misconduct by civil servants or to suggest ideas for simplification.
Viet Nam is the pilot country in Asia for implementation of the eRegulations system. The system is already up and running in 12 other countries worldwide. In his inauguration speech, the Vietnamese Vice-Minister for Investment thanked UNCTAD for selecting Viet Nam as the first Asian country for the project. He added that in early 2011, the Government will conduct a large-scale promotional campaign at provincial and national level to raise awareness of Vietnamese investment procedures among both domestic and foreign investors.
In addition, UNCTAD and the Argentinean city of Lomas de Zamora have just signed a cooperation agreement for a new eRegulations system to be implemented at the municipal level.
