Recalling the references on technology and intellectual property contained in the Doha Mandate adopted at the conclusion of the UNCTAD XIII ministerial conference in Doha, Qatar on 26 April, the World Intellectual Property Organization (WIPO) has proposed the establishment of a regular consultation mechanism between the two organizations at the level of Deputy Secretary-General and Deputy Director General to strengthen consultation and coordination on issues of mutual interest.
"Maintaining the balance and effectiveness of the international intellectual property rights system, as well as promoting and protecting traditional knowledge, genetic resources, innovation and practices continue to be important, in line with the agreed recommendations of the World Intellectual Property Organization (WIPO) Development Agenda. National and international efforts are needed to preserve, protect and promote the sustainable use of traditional knowledge, folklore and genetic resources and to ensure the fair and equitable sharing of their benefits." In a letter addressed to UNCTAD Secretary-General Supachai Panitchpakdi, WIPO Director General Francis Gurry reaffirmed WIPO's support in working together with the UNCTAD Secretariat to achieve the goals set forth in the relevant paragraphs of the Doha Mandate, in the spirit of 'Delivering as One'.
WIPO sees the outcomes of UNCTAD XIII as providing a "unique opportunity" for the two organizations to strengthen cooperation in addressing intellectual property in relation to issues such as science, technology and innovation, technology transfer, sustainable development, trade and economic growth.
The UNCTAD Secretariat will be responding positively to this proposal and will be consulting with WIPO to agree detailed modalities and work programmes.
