UNCTAD S-G to participate in G-20 Finance Ministers seminar at Rio+20

12 June 2012

In conjunction with the UN Conference on Sustainable Development -- Rio+20, the Ministry of Finance of Brazil will be organising a G-20 Ministerial seminar on A Green and Inclusive Economy: The Finance Ministers' Perspective on 21 June at the Riocentro Complex to offer perspectives of Finance Ministries on implementation, national strategies and structural change in the promotion of sustainable development through a green and inclusive economy.

The Ministerial seminar will comprise two panels. All speakers will be Finance Ministers from the G-20 and invited countries, together with invited heads of international organizations.

The first panel (Green and Inclusive Economy: the road to sustainable development) focuses on the decisive role States must take in order to lead the transformation of the economy. Finance Ministers will discuss the strategies under implementation in their respective countries, such as the contribution that sustainability guidelines for public and state-owned bank financing can provide to alter economic actors' incentives to adopt appropriate practices. Other issues that could be discussed are the gradual elimination of environmentally harmful subsidies and the potential role of industrial and fiscal policy for the promotion of sustainable development.

The first panel will be chaired by H.E. Guido Mantega, Minister of Finance of Brazil.  In addition to other Finance Ministers, IMF Managing Director Christine Lagarde will be a guest speaker.

The second panel (Changes in patterns of production and consumption in a context of structural economic change) focuses on the opportunities provided by the conversion of economies to a truly Green and Inclusive Economy. To be considered are incentives and regulatory frameworks that can promote a sustainable pathway for recovery from economic and financial crisis, creating green jobs, encouraging investments, increases in productivity and technology adoption, as well as the growth of "green" industrial and services sectors.

The second panel is to be chaired by H.E. Jose Antonio Meade Kuribrena, Secretary of Finance and Public Credit of Mexico.  In addition to other Finance Ministers, UNCTAD Secretary-General Supachai Panitchpakdi will be a guest speaker.

The Ministry of Finance of Brazil hopes that the Ministerial Seminar will help to emphasize to UNCSD/Rio+20 participants, relevant stakeholders, the media and public opinion, the relevance of economic policies for the attainment of sustainable development goals.

The direct participation of Finance Ministers will be required for such policies and the seminar will offer an opportunity for them to demonstrate their commitment and renew political support for sustainable development, according to a background document prepared by the event's organizers.
