UNCTAD's Virtual Institute (Vi) welcomed the sixteenth Colombian university to the network on 4 December. The admission of Universidad de Santo Tomás, from the city of Bucaramanga, has expanded the Vi affiliate network to 32 institutions. Colombia is the country with the highest representation in UNCTAD's programme for academic cooperation.

UNCTAD and German Technical Cooperation (GIZ) concluded a blended learning course on the interface between biodiversity and intellectual property rights, in cooperation with Indonesia's Directorate General of Intellectual Property Rights (DGIPR) and the ASEAN Secretariat, and funded by Germany's Federal Ministry for Economic Cooperation and Development (BMZ).

Senior Southeast Asian officials assessed cyber-legislation and made recommendations for the harmonization of e-commerce laws at a joint ASEAN/UNCTAD workshop held in Cebu, the Philippines, on 10 and 11 November 2012. The outcome was reported to the twelfth ASEAN Telecommunications Senior Officials’ Meeting (TELSOM).

On 18 December 2012, the General Assembly added South Sudan to the list of Least Developed Countries (LDCs). LDC status was established in 1971, under the auspices of UNCTAD, as a vehicle for international attention to the most structurally disadvantaged countries.

Competition agencies across the globe have joined together to celebrate World Competition Day, which marks the thirty-second anniversary of the adoption by the General Assembly, on 5 December 1980, of the United Nations Set of Multilaterally Agreed Equitable Principles and Rules for the Control of Restrictive Business Practices (UN Set).
