Background

The UN Trade and Development (UNCTAD) together with The Shridath Ramphal Centre for International Trade Law, Policy, and Services (SRC) of the UWI is organizing a consultation on the integration of ocean economy measures in the Nationally Determined Contributions (NDCs) of Small Island Developing States (SIDS) under the Paris Agreement. This event aims to further the understanding of how SIDS are mainstreaming ocean economy strategies to combat the adverse effects and capitalize on opportunities presented by climate change. This event will take place in the margins of the Global Supply Chain Forum being held in Barbados as a preparatory activity for the SIDS-4 Conference on the 27-30 May 2024 to be held in Antigua and Barbuda.

As outlined by the latest findings from the Intergovernmental Panel on Climate Change (IPCC) and other reputable sources, SIDS face disproportionate impacts from climate change, including sea-level rise, increased frequency of extreme weather events, and ocean acidification. These challenges underscore the necessity for tailored approaches to climate adaptation and mitigation, which are critical in shaping the resilience and sustainable development trajectories of SIDS.

A draft technical note titled “A Deep Dive into Ocean Economy Measures in the Nationally Determined Contributions of Small Island Developing States” prepared by UN Trade and Development and the SRC will be presented to gather inputs and comments before its finalization. The draft note examines the balance between measures taken in NDCs for sustainable use and conservation of ocean resources, highlighting the significant role that healthy marine ecosystems play in the environmental and economic stability of these States. The analysis reveals a dedicated effort by SIDS to integrate ocean sustainability and conservation measures into their climate action strategies, reflecting a strategic focus on maintaining economic vitality while safeguarding environmental heritage.

Objective

  1. Present the findings of the draft technical note and obtain input before its finalization.
  2. Discuss the strategic integration of ocean economy measures in the NDCs of SIDS.
  3. Identify gaps and opportunities for enhancing the role of ocean economy measures in future climate action plans.
  4. Explore ways to support SIDS in updating their NDCs from 2025 onwards, focusing on the unique vulnerabilities and economic dependencies on marine environments.
