Integrated framework for Palestinian macroeconomic, trade and labour policy (implemented)
Implemented in 2005-2007, this project aimed at strengthening the Palestinian Authority´s capacity in the area of economic modelling, and policy formulation and evaluation.
The project built on UNCTAD´s experience in modelling the Palestinian economy, including its Quantitative Framework of 1992 and the Macroeconomic Simulation Framework of 2000, and was carried out in cooperation with the International Labour Organization (ILO) and the Palestinian Economic Policy Research Institute (MAS).
With funds from the International Development Research Centre, Canada, and contributions from ILO, project activities entailed:
  1. the development of the macro-econometric model "Integrated Simulation Framework (ISF) for Palestinian Macroeconomic, Trade and Labour Policy";
  2. brainstorming workshops to fine-tune the model parameters to the Palestinian economy´s specificities; and
  3. training workshops for Palestinian Authority staff on modelling techniques, policy analysis and the use of the ISF.
Major achievements:
  • A Palestinian-owned computerized ISF model institutionalized in six Palestinian intuitions: the Palestinian Authority Ministries of Finance, Planning, National Economy and Labour, the Palestinian Monetary Authority and the Palestinian Central Bureau of Statistics.
    The model was also installed at the Palestinian Economic Policy Research Institute (MAS) in Ramallah. 
  • A core team of expert staff within the Palestinian Authority and national research institutions familiar with quantitative economic modelling and policy evaluation. 
  • Training modules on economic modelling, policy assessment and the applications of UNCTAD´s computerized ISF. 
  • Two applied policy papers on the results of the ISF model, with projections of main economic performance indicators under different policy options.
