Key Issues

​More efficient transport and logistics can play a significant role in increasing productivity, enhancing competitiveness and better positioning countries to benefit from global demand, to better serve regional and domestic markets, to attract investment, and to generate quality jobs.

Under the Transport and Logistics Component of the EU - UNCTAD joint Programme of Support for Angola: Train for Trade II, UNCTAD is currently supporting the Government of Angola in improving its trade logistics and transport systems, to ensure better access to regional and world markets.

On-going work in this area is focused on capacity-building of key governmental agencies to leverage Public-Private Partnerships (PPPs) to develop transport and logistics infrastructure and services that are crucial to maximize trading prospects of agro-industrial products and along corridors. The Government of Angola attaches a great importance to PPPs in terms of attracting investment to achieve a new level of economic development and improving access to quality infrastructure and services, with an efficient utilization of public funds and increased involvement of the private sector.

UNCTAD's capacity building approach in this area is framed around the development of an inter-institutional mechanism and collaborative working methodologies, to identify, prioritize, prepare and implement a pipeline of PPP projects. It envisages UNCTAD hands-on training, based on diverse tools and methodologies and the inclusion of SDG indicators in the analysis and evaluation of priority PPP projects, to provide not only "value for money", but also "value for people".

UNCTAD organized a first training workshop under this project component between the 11 and 14 February 2019, to:

  • Build the knowledge and understanding of Government officials on how PPPs work and
  • Identify key issues for the successful implementation of PPPs in Angola.

Building on the outcomes of the previous activity, the fact-finding mission being held between 10 and 14 June will:

  • Advance in the configuration of the inter-institutional collaborative structure, and
  • Validate strategic priorities related to transportation and logistics projects linked to agribusiness development.

It encompasses a high-level kick-off session and bilateral meetings with key stakeholders.
