Key Issues

Cancellation of Ad Hoc Expert Meeting on Consumer Protection

In view of the evolving situation concerning the coronavirus (COVID-19), it has been decided that this meeting is being cancelled.

The Eighth United Nations Conference to Review All Aspects of the Set of Multilaterally Agreed Equitable Principles and Rules for the Control of Restrictive Business Practices will be held under the auspices of UNCTAD from 6 to 10 July 2020.

For the first time, the Conference will review the work of the Intergovernmental group of experts on consumer protection law and policy and consider issues related directly to consumer protection, as mandated by the General Assembly in 2015.[1]

The fourth session of the Intergovernmental group of experts on consumer protection law and policy (IGE), held on 8 and 9 July 2019, decided to renew the mandate of its Working Group on Consumer Protection in E-commerce and Working Group on Consumer Product Safety.

The IGE requested the Working Groups to recommend policy options for addressing challenges faced by consumer protection agencies, especially of developing countries, in those two areas, and to report on its continued work to the Conference.[2]

The Working Group on Consumer Protection in E-commerce has been working on misleading and unfair business practices, consumer education and business guidance, and cross-border enforcement cooperation since 2017. The Working Group on Consumer Product Safety focuses on strengthening consumer product safety frameworks at the national, regional and international levels to protect consumers from hazards to their health and safety since 2018.

Both Working Groups are currently discussing proposed recommendations that could be considered and adopted by the Conference. For this "Ad Hoc" Expert Meeting, the focus will be on cross-border cooperation in e-commerce, and the prevention of dumping of unsafe products across borders.

In order to facilitate consultations, exchange of views and consensus, this "Ad Hoc" Expert Meeting on Consumer Protection will discuss the text of both proposed recommendations and thus serve as a preparatory meeting for the Conference.
