The Borrowers’ Platform, launched in April 2026 by developing countries and UN Secretary General, is entering its first annual cycle. The lack of an institutionalized cooperation mechanism for borrowers is the gap that international financial architecture has long carried, and that UN Member States, through the Sevilla Commitment, resolved to close. The Borrowers’ Platform addresses this gap and the existing knowledge asymmetries by providing a dedicated space for borrowers to learn from each other and build a long-term knowledge hub.
The Borrowers' Platform operates through a two-tier governance structure: a Governing Council, which serves as the political and decision-making body providing strategic direction, composed of ministers of finance, central bank governors, or equivalent ministerial heads; and a Steering Committee, which carries out the technical and operational work of the Platform.
During the interim phase, Member States, under the leadership of Egypt as Interim Chair and with the support of the UNCTAD Secretariat, have worked collectively to advance the Platform’s institutional and substantive foundations. This has included consultations on membership and governance arrangements; the development of the Modalities Document; preparation of the proposed work programme for 2026–2027; peer-learning activities among participating countries; and preparation of the proposed Joint Communiqué.
These efforts have brought the Platform to the stage of convening its first Governing Council meeting, which will consider the foundational governance framework, confirm the institutional arrangements, adopt the first annual work programme and provide direction for the Platform’s next phase.
