At the multilateral level\, SIDS have been engaged in negotiations that seek to create a global common cause on Oceans. These n egotiations have resulted in constructive outcomes including the establish ment of global best practice as reflected in the SAMOA Pathway\, as well a s a standalone Sustainable Development Goal on Oceans - Goal 14.  These e fforts and outcomes are a result of the high priority that the Pacific reg ion attaches to the sustainable use of ocean resources. This high priority is elaborated in the Forum Communiqué and Pohnpei Oceans Statement issue d at the 47th Forum Leaders Meeting convened in Pohnpei\, FSM in 2016.  T he focus of Pacific Island States on the Ocean is a longstanding one and r eflected in decades of policy development including the establishment of a Pacific Islands Regional Oceans Policy (PIROP) and the Framework for a Pa cific Oceanscape. The latter giving rise to the establishment of the Offic e of the Pacific Ocean Commissioner (OPOC).  UNCTAD has contributed joint ly with the Commonwealth by providing support to developing countries\, an d particularly to SIDS and LDCs\, in assessing the opportunities and chall enges of the Oceans Economy. This has been evident in a series of Global E xpert Meeting organised over the last four years in Geneva on themes such as the Oceans economy\, sustainable fisheries\, transport connectivity\, a nd tourism. UNCTAD is supporting countries in understanding the options an d implications of the fish subsidies negotiations in the WTO and in the de sign and implementation of Oceans Economy and Trade Strategies.  The Ocea ns Conference presents a unique opportunity for policy-makers from Small I sland Developing States\, alongside development partners\, to discuss the mainstreaming of Oceans policy into national development plans and priorit ies. This session will invite the reflections of policy experts on effecti ve mainstreaming of Oceans policy and the sharing of ideas and experiences between high level representatives.
