t Programme for Angola: Train for Trade II\, with funding from the Europea
n Union\, will conduct a training workshop on the Blue Economy and fisheri
es sector development\, from 17 to 21 October 2022.\n\nAngola with its vas
t coastline offers great potential for the development of the blue economy
\, including fisheries and marine aquaculture. The Blue Economy has been i
nternationally defined as the “sustainable use of ocean resources for ec
onomic growth\, improved livelihoods and jobs\, and ocean ecosystem health
.&quot\; The fishing sector is a significant component of the Angolan Blue
Economy.\n\nIn Angola\, the fisheries sector and aquaculture subsector pr
ovide significant employment\, especially in the artisanal sector. If sust
ainably harnessed\, the Blue Economy\, in particular the fisheries sector\
, has the potential to become one of the key sectors for Angola in view of
furthering national development. However\, the sector also has major chal
lenges and threats including partial overfishing and overall deficient fis
heries management and surveillance capacities\; and high turnover of staff
in the decision-making institutions of the country. The workshop&#039\;s
objectives are to exchange views and experiences on the potential of the b
roader Blue Economy in contributing to Angola&#039\;s national development
\, including current and future policies and strategies\; investigate ways
and means to sustainably tap into the potential of the fisheries sector t
hrough diversification and structural transformation of the sector\; share
best practices and successful experiences from other developing countries
\; discuss policies and strategies to strengthen the role of the fisheries
industry in Angola&#039\;s socioeconomic growth\, and look for methods an
d means to successfully handle the issues of fulfilling international fish
quality and safety requirements. Furthermore\, the importance of Marine S
patial Planning as a key tool for the development of the Blue Economy will
be addressed.\n\nThe target groups of the workshop will range from techni
cal experts from public and private institutions dealing with the blue eco
nomy and fishery sector to key policymakers\, advisors\, and practitioners
 .\n\nFor documents and materials\, see the documents section.\n\nResults a
chieved:\n\nThe workshop was attended by 104 participants (Female: 53\; Ma
le: 51) from the Government\, private sector\, industry associations and u
niversities and polytechnics of Angola. It included two high-level opening
and closing sessions (with the participation of two ministers and several
Secretaries of State)\, 24 technical presentations with question and answ
er segments\, three (3) panel discussions and one half-day working group s
ession. In addition\, one day was dedicated to field visits of the fisheri
es experts. The workshop comprised presentations and inputs from world-lea
ding experts in fisheries and aquaculture development as well as marine sp

rough the UNCTAD Center of Excellence at the Nha Trang University. In the
workshop delivery\, UNCTAD collaborated with the International Standardiza
tion Organization (ISO) and the Marine Stewardship Council (MSC). The FAO
/ Angola provided an intervention and facilitated a workshop segment.\n\nA
 s a result of the workshop\, a needs assessment and capacity-building plan
with priorities were drafted for the fisheries and aquaculture sector in
Angola\, and recommendations for the sectors’ development were formulate

rt inputs deriving from the field visits\, presentations and discussions\,
as well as in particular the working group discussions on the final day\,
focusing on (i) Conducive environment for fisheries and aquaculture secto
