DESCRIPTION:In many developing countries\, lack of access to financial serv
 ices as well as high transaction costs often pose significant challenges t
 o people living in poverty.\n\nWith the international community set to def
 ine a post-2015 development framework for sustainable development\, financ
 ial inclusion has become an important issue on the international policy ag
 enda as it has the potential to contribute to poverty reduction\, economic
  and social development and financial stability.\n\nMany factors are at th
 e source of lack of access to financial services - physical\, economic\, r
 egulatory and cultural. The poor\, women\, youth\, rural population and th
 ose engaged in the informal economy are particularly severely affected. Th
 e use of new technology and innovative business models that help overcome 
 barriers to access could contribute to improved inclusion.\n\nAs highlight
 ed by major international summits and platforms\, such as the United Natio
 ns High-level Dialogue on Migration and Development\, remittances could be
  turned into a promising source of demand for financial services and contr
 ibute significantly to financial inclusion. This will require reducing the
  transaction costs of remittance transfers so as to ensure facilitated\, s
 afer and speedier transfers\, including through the development of new fin
 ancial products.\n\nGovernments have an important role in implementing wel
 l-designed comprehensive policies. These include setting up sound regulato
 ry frameworks and providing incentives for extending supply and affordabil
 ity of services\, as well as creating an expanded demand for financial ser
 vices\, such as through financial education and consumer empowerment.\n\nF
 ormat of the meeting:\n\nThe expert meeting will build on the discussions 
 undertaken and the recommendations made during previous expert meetings\, 
 including the Expert Meeting on Maximizing the Development Impact of Remit
 tances and the Expert Meeting on Trade and Development Implications of Fin
 ancial Services and Commodity Exchanges.\n\nThe meeting will discuss the i
 mpact of financial access on small and medium-sized enterprises\, microent
 erprises and individuals\, particularly women and youth\, and the means of
  improving access to financial services and reducing their transaction cos
 ts\, including making remittances faster\, safer and more secure\, and max
 imizing their development impact.\n\nIn this regard\, the discussion will 
 focus on policies and regulations that support financial inclusion through
  new technologies\, such as mobile money schemes\, on policy reforms that 
 may ease the cost and complexity of access to financial services and on tr
 ade and competition policy options in financial and telecommunications ser
 vices to improve financial access.\n\nObjectives:\n\n\n\nIdentify national
  policies and practices that support improved financial access for the unb
 anked\, particularly women and youth\, with a focus on measures to record 
 remittances through formal channels and improve data on these inflows.\n\n
 \nProvide a platform for public-private sector dialogue and cooperation on
  increasing access to financial services including remittances.\n\n\nIdent
 ify areas for further work by UNCTAD.\n\n\n\nThese objectives will be purs
 ued through an exchange of experiences and lessons learned so as to assist
  member States\, in particular developing economies.\n\n\n\n\n\nInput from
  experts\n\nExperts nominated by member States are encouraged to submit br
 ief papers or case studies (approximately 5–12 pages) as contributions t
 o the work of the meeting.\n\nThe papers will be made available at the mee
 ting in the form and language in which they are received. They should be s
