DESCRIPTION:Sectoral transformation\, diversification and capital accumulat
 ion that breed social inclusiveness are among the key drivers of developme
 nt.\n\nThe trends in sectoral composition of value added and employment\, 
 and the progress and setbacks indicate that such processes do not result s
 pontaneously from market forces alone\, but require the action of social a
 nd economic actors\, including developmental States.\n\nThe objective of t
 he multi-year expert meeting is to exchange views\, experiences and lesson
 s learned regarding policies and measures at all levels for devising appro
 aches to combine and manage the process of structural transformation\, eco
 nomic diversification and social inclusion\, especially under the constrai
 nts set by the current global economic environment.\n\nWithin this context
 \, industrial policy emerges as a relevant element in multilateral approac
 hes to foster potential linkages for structural change\, coordinate the pr
 ocess of capital accumulation and achieve a balance between productivity a
 nd employment.\n\nHistorical evidence indicates differentiated paths not o
 nly in terms of value-added processes and structural transformation\, but 
 also in terms of the employment patterns that emerge for women and youth. 
 As structural economic transformation also modifies the social structure\,
  changing policy needs and priorities should be supported by an enabling p
 olicy environment to address the social and political aspects of inclusive
  economic transformation.\n\nProductive diversification\, technological up
 grade and structural change are keys to generate sustained growth paths\, 
 in particular because they contribute to the expansion of domestic demand 
 and lead to increased employment.\n\nIn this process\, developing and tran
 sition economies will have to find a proper balance between domestic\, reg
 ional and international markets that may provide space for industrializati
 on\, given the present constraints on global demand and policy environment
 .\n\nThe objectives of these sessions of the expert meeting will be pursue
 d through presentations by experts\, an exchange of experiences and lesson
 s learned\, and interactive debate.\n\nThe issues they will address will i
 nclude the following:\n\n\n\nPolicies needed to help improve economic oppo
 rtunities for all\, particularly women and youth.\n\n\nAn overview of glob
 al\, regional and national economic situations and likely prospects\, and 
 implications for major market opportunities.\n\n\nMeasures used or measure
 s that may potentially be used to promote sustainable structural transform
 ation and diversification in developing countries\, in particular the leas
 t developed countries.\n\n\nThe role of national policies in promoting eco
 nomic catch-up and enhancing the benefits of productive investment - inclu
 ding employment generation and skills upgrading\, infrastructural developm
 ent\, a shift to higher value-added activities\, innovation clusters and t
 echnological development.\n\n\n\nThe fourth session\, as stipulated in the
  terms of reference approved by the delegates\, will provide a short summa
