SUMMARY:Towards an Inter-agency Plan of Action for achieving the trade-rela
 ted targets of Sustainable Development Goal 14

DESCRIPTION:​Fish and seafood are some of the most traded food commoditie
 s. In 2017\, around 38 per cent of global fish and seafood production was 
 traded internationally generating US$ 152 billion. Over 58 per cent of thi
 s trade in volume originates in developing countries where net trade incom
 e (exports minus imports) was valued at US$ 37 billion in 2016.\n\nUnfortu
 nately\, the unsustainable overexploitation of living aquatic resources du
 ring recent decades has led to overfishing and the degradation of fish sto
 cks\, habitats\, ecosystems and biodiversity. Currently\, about one-third 
 of global fish stocks are fished at biologically unsustainable levels\, ca
 using an economic loss estimated at US$ 83 billion per year.\n\nNew opport
 unities to address these and other oceans-related concerns have arisen wit
 h the adoption of the 2030 Agenda for Sustainable Development and in parti
 cular Sustainable Development Goal (SDG) 14\, which seeks to: “conserve 
 and sustainably use the oceans\, seas and marine resources for sustainable
  development”.\n\nAt the UN Ocean Conference of June 2017\, UNCTAD\, FAO
  and UN Environment jointly deposited a set of voluntary commitments to su
 pport member countries with technical assistance\, capacity building and i
 nformation dissemination on the trade-related issues associated with SDG 1
 4.\n\nAt the Second United Nations Oceans Forum on Trade-related aspects o
 f SDG 14\, July 2018\, UNCTAD\, FAO and UN Environment were requested by M
 ember States and other stakeholders to prepare a draft joint Plan of Actio
 n to accelerate the implementation of SDG 14 through trade.\n\nObjective\n
 \nTogether with the support and guidance from Member States\, the three ag
 encies are now presenting an inter-agency Plan of Action (IAPoA) on trad
 e-related aspects of SDG 14 to “accelerate the achievement of trade-rel
 ated targets of SDG 14 (namely targets 4\, 6\, 7 and b) through improved t
 rade and trade-related policies that safeguard food security and contribut
 e to the conservation and sustainable use of oceans\, living marine resour
 ces and livelihoods”.\n\nOutcomes and activities\n\nThe objective of the
  JPoA will be achieved by intervening in three outcome areas:\n\n\npromoti
 ng multilateral oceans and trade-related reforms through dialogue\, cooper
 ation and consensus building\;\nstrengthening national and regional capaci
 ties on policy frameworks for sustainable seafood trade and the developmen
 t of other oceans based sectors\; and\nenhancing awareness\, knowledge and
  capacity to implement effective governance &amp\; sustainable seafood tra
 de and other oceans based sectors (see figure below).\n\n\n \n\n​Outcom
 e​Activities\n\n1: Dialogue\, cooperation and consensus are enhanced tow
 ards multilateral reforms in support of  SDG 14​Annual Oceans Forum\, p
 olicy briefs\, technical advice on fish subsidies notifications and seafoo
 d Non-Tariff-Measures (NTM) mapping\n\n2: National and regional capacity a
 re strengthened to design and implement supportive policy frameworks for s
 ustainable seafood tradeTargetted Blue economy reviews\, capacity building
  to support national fisheries policy reform\, fishery improvement program
 mes and mapping trade in fisheries services\n\n3: Market leaders\, governm
 ent officials\, scientists and civil society have enhanced awareness\, kno
 wledge and capacity to implement practices and tools for effective governa
 nce &amp\; sustainable fish tradeDevelopment of best practices for sustain
 able seafood trade\, best practices training for small scale fisheries\, r
 egional capacity building workshops\, communication campaign &amp\; resour
 ces dissemination\n\n \n\n \n\nThe time framework for the JPoA will be 2
 020-2025 in the short and medium term\, and 2025-2030 for its final implem

 hyperlink).\n\nInviting Member States to support the IAPoA\n\nThe three ag
 encies are seeking support for the IAPoA\, being currently the only inter 
 agency platform for implementation to harness sustainable use and sustaina
 ble trade in seafood and other oceans-based sectors\, as a critical endeav
 our for accelerating implementation of trade related SDG 14.\n\nTo provide
  interested parties with a better understanding on the proposed functionin
 g\, activities\, and outcomes of the IAPoA\, the three agencies are cordia
 lly inviting Member States to join this first public presentation. The ses
 sion will provide an opportunity for the three agencies to respond to ques
 tions on relevance\, scope\, content and proposed benefits of the IAPoA\,
