SUMMARY:Oceans Economy and Trade Strategies (OETS): Caribbean and Central
  American  experience  sharing  workshop - looking back and forgin

DESCRIPTION:UNCTAD in collaboration with DOALOS have ushered the final (dis
 semination) phase of the project\, “Evidence-based and policy coherent O
 ceans Economy and Trade Strategies” (OETS) which started in Barbados\, B
 elize and Costa Rica (‘target countries’) in 2018. The project aims to
  promote sustainable trade of products and services in ocean- based econom
 ic sectors within the United Nations Convention on the Law of the Sea (UNC
 LOS) framework. In this context and in the face of the global pandemic\, p
 roject partners are organising a high-level experience sharing workshop on
  23–24 September 2021 to reflect on achievements of the project\, challe
 nges and lessons learned as well as look forward to the future of sustaina
 ble ocean economy. \n\nKey issues for evidence-based and policy coherent 
 OETS\n\nDuring its lifespan\, the OETS project has identified key opportun
 ities and challenges for beneficiary countries: \n\nExport potential\, pr
 oduct diversification\, value addition and improved governance have been i
 dentified as key opportunities for beneficiary countries in ocean-based se
 ctors. Beneficiary countries have selected priority actions in collective 
 marks related to seafood sustainability\, multi-species fish stock managem
 ent\, export intelligence for niche products and introduction of selective
  fishing practices. These actions are currently being implemented with the
  support of UNCTAD and DOALOS. \n\nAmong the key challenges that have eme
 rged during the implementation phase are the following: \n\n\nLimited cap
 acity by national stakeholders to identify and harness opportunities arisi
 ng from sustainable ocean-based sectors\;\nLack of shared vision\, coordin
 ation mechanisms and cooperation among stakeholders\nElusive trade opportu
 nities for ocean-based sectors due to significant barriers including high 
 tariffs and tariff peaks\, complex non-tariff measures\, and private stand
 ards relevant to products and services in ocean-based economic sectors\; 
 \nLimited legal and institutional frameworks for the sustainable governanc
 e of oceans under the UNCLOS and its related instruments\, as well as appl
 icable trade-related multilateral instruments. \n\n\n    \nBeneficiary
  countries also face challenges associated with limited resilience and ada
 ptation capacities to climate and pandemic shocks. In the last year\, grow
 th in many ocean-based sectors particularly coastal tourism\, maritime tra
 nsport and fisheries has been heavily impacted by the COVID-19 pandemic an
 d the measures designed to address it. \n\nObjectives\n\nAgainst this bac
 kdrop\, the online regional experience sharing workshop aims to: \n\n\nIn
 crease understanding on how to design and implement OETS as a tool to prom
 ote sustainable trade of products and services in ocean-based economic sec
 tors within the UNCLOS framework.\; and\nFoster cooperation among States a
 t the regional level.\n\n\nMore specifically\, it aims to present: \n\n\n
