SUMMARY:COP27 High-level Event: Financing the Global Adaptation Challenge
CLASS:PUBLIC
DESCRIPTION:This is the third and final event in the COP27 High-level Event
Series co-hosted by UNCTAD\, the COP27 Presidency\, the UN Climate Change
High-level Champion\, and the Permanent Mission of the Arab Republic of E
gypt to the UN in Geneva.\n\n\nAdaptation is critical for developing count
ries on the front lines of climate change to protect against current and f
uture impacts\, yet it has been deprioritized in relation to mitigation du
ring climate negotiations.\n\nThis is proving to be short-sighted and incr
easingly costly\, resulting in loss of lives and livelihoods and vulnerabi
lity in the face of major shocks. Climate impacts are damaging growth pros
pects and forcing governments to divert scarce resources from productive i
 nvestments.\n\nThe Glasgow-Sharm el-Sheikh work programme established at C
OP26 is a step towards the Global Goal on Adaptation (GGA) outlined in the
Paris Agreement\, but with fiscal and policy space in developing countrie
s being squeezed by multiplying crises\, the outlook for transformative ad
aptation is bleak.\n\nA radical enhancement is needed in the scale\, scope
and nature of financing for adaptation including support for adaptation s
trategies required to make the GGA fit for purpose.\n \n\nQuestions to be
addressed:\n\n\nWhat are the building blocks of transformative adaptation
?\n \nWhat means of implementation (finance\, technology and capacity bui
lding) do developing countries need to realise their adaptation ambitions?
\n \nWhat options are there for scaling up financing\, including new inst
ruments to meet the real need?\n \nWhat is the role of private sector inv
 estment in adaptation?\n \n\n\nProgramme:\n\nModerator:\n\n\nRichard Kozu
l-Wright\, Director of the Globalization and Development Strategies Divisi
 on\, UNCTAD\n\n\nPanelists:\n\nDr. Mahmoud Mohieldin\, UN Climate Change H
igh-Level Champion for Egypt and UN Special Envoy on Financing the 2030 Ag
enda for Sustainable Development\n\nDr Youba Sokona\, Vice-Chair of the In
tergovernmental Panel on Climate Change (IPCC)\n\nTina Stege\, Climate Env
