DESCRIPTION:The 18th Raúl Prebisch Lecture will be delivered by Mr. José 
 Antonio Ocampo\, Minister of Finance and Public Credit of Colombia.\n\nThe
  prestigious Raúl Prebisch Lecture is periodically delivered by a promine
 nt thinker or head of state at the United Nations’ European headquarters
  in Geneva\, Switzerland. The lecture\, organized by UNCTAD\, often tackle
 s trade and development issues\, but also covers other topical global conc
 erns.\n\nThe lecture series began in 1982\, with the inaugural lecture giv
 en by its namesake\, the late Raúl Prebisch.\n\nMr. Prebisch (1901-1986) 
 was secretary-general of UNCTAD from 1965 to 1969. Known primarily for his
  work as a scholar specializing in international and development economics
 \, his greatest contribution to economics is the Prebisch-Singer thesis.\n
 \nSince 1982\, the Raúl Prebisch lectures have offered renowned intellect
 uals the platform to address critical global issues. Past speakers include
  Barbados Prime Minister Mia Amor Mottley\, Prof. Jeffrey Sachs\, Prof. La
 wrence R. Klein\, Dr. Joseph E. Stiglitz\, Prof. Jagdish Bhagwati\, and Ms
 . Shrimati Indira Gandhi.\n\n \n\nBiography\n\nMr. José Antonio Ocampo w
 as born in Cali (Valle del Cauca)\, he holds degrees in Economics and Soci
 ology of the University Notre Dame (United States). He also holds a PhD de
 gree in Economics of Yale University (United States).\n\nOcampo was Minist
 er of Finance and Public Credit of Colombia between 1996 and 1997. In this
  position\, he sponsored an IDB forums in Paipa (Colombia). By that time\,
  he also led the greatest public debt bond issue in international markets\
 , achieving the best credit conditions in that moment. Since Colombian pub
 lic bonds were so demanded\, Ocampo decided\, along with the investment ba
 nking\, to launch the first 30-year bond issue.\n\nHe has also been Minist
 er of Agriculture\, Director of the National Planning Department\, and mem
 ber of the Board of Directors of the Central Bank of Colombia.\n\nHe has h
 eld other important positions like Executive Secretary at the ECLAC and th
 e Under- Secretary-General for Economic and Social Affairs at the Departme
 nt of Economic and Social Affairs at the UN\, being the Colombian citizen 
 that has achieved the highest position in this organization.\n\nAt the UN\
 , he introduced some economic and social reforms like the constitution of 
 a permanent committee of experts on international taxation cooperation and
  the creation of the Financing for Sustainable Development Office.\n\nOcam
 po has held some other outstanding positions such as Fedesarrollo’s Dire
 ctor\, Rural Mission’s Director\, President of the Economic and Social C
 ouncil of the UN\, President of the Independent Commission for the Reform 
 of International Corporate Taxation\, and professor at Universidad de los 
 Andes\, Nacional de Colombia\, and Columbia University in the City of New 
 York\, where he was also Co-President of the Policy Dialogue Initiative an
 d member of the Global Thinking Committee.\n\nHe has written three books a
 bout the Colombian economy\, one of them called “Economic History of Col
 ombia”\, that became his best seller and that already has 20 printings\,
  the most recent one being in 2015\, in partnership with the Economic Cult
 ure Fund. This book keeps been widely used as an academic text.\n\nOther w
 orks he has published are: “Introduction to the Colombian macroeconomy
 ” and “The economic development of Latin America since the independenc
 e”.\n\nHe has also been awarded with the Jaume Vicens Vives prize of the
  Spanish Association of Economic History in 2012\, the Leontief Award for 
 the Progress of the Economic Thinking Frontiers in 2009\, the\n\nNational 
 Prize of Sciences Alejandro Ángel Escobar in Colombia in 1988. Finally\, 
 the Universidad Nacional de Colombia and Universidad Complutense of Madrid
  recognized him an Honoris Causa Doctorate.\n\nHis research interests incl
 ude macroeconomic theory and policy\, international financial issues\, eco
 nomic and social development\, international trade\, and economic history
