SUMMARY:Training workshop on judicial enforcement of competition law: Subst
 antives and procedural aspects
CLASS:PUBLIC
DESCRIPTION:This training course aims at enhancing the capabilities of Alba
nian judges in competition law and economics while fortifying the effectiv
eness of the Competition Authority of Albania&#039\;s (CAA) enforcement de
cisions. Over the period from 2016 to 2021\, the number of CAA decisions i
ncreased marginally\, yet the enforcement remains relatively low\, with on
ly nineteen major decisions recorded. This indicates a critical need for j
udicial training to ensure these decisions are upheld rather than dismisse
d due to the judiciary&#039\;s limited understanding of competition law&#0
39\;s intricate economic and legal aspects. In 2015\, the UNCTAD Voluntar
y Peer Review of competition law and policy in Albania underscored the urg
ency of such training. It highlighted a significant reform in administrati
ve justice\, leading to the establishment of the Administrative Court of T
irana\, which\, despite its specialization in administrative justice\, lac
ks expertise in competition law. The 2021 EU Report pointed out that while
Albania is on its journey towards European Union integration\, the enforc
ement of judicial decisions remains modest\, hampered by a shortage of spe
cialized judges\, which in turn leads to prolonged court procedures. To a
ddress these gaps\, UNCTAD proposes two focused 2-day training workshops\,
designed to bridge the technical knowledge in both the legal and economic
domains of competition law. These sessions aim to prepare the judiciary n
ot just in national law but also in the nuances of European Union competit
ion law\, which is crucial given Albania&#039\;s ongoing EU integration pr
ocess. The training curriculum has been developed together with the Albani
an Magistrates School and will cover extensive case law\, theoretical fram
eworks\, and practical applications pertinent to both national and EU juri
sdictions. The format of the workshops will be highly interactive\, promo
ting an engaging learning environment that encourages practical exercises
 and case studies to reinforce theoretical knowledge. &lt\;p class=&quot\;
