Entrepreneurial capabilities encompass both core a nd technological competencies. Production linkages include information exc hange\, resource flows and backward and forward linkages along the entire value chain. These interrelated elements\, taken together\, comprise a cou ntry’s productive capacities\, which enable inclusive economic growth an d developmentThe improvement of productive capacities lies at the heart of economic development and structural change that lift people out of povert y\, whilst respecting planetary boundaries.To operationalise the concept o f productive capacities in the context of development policies\, UNCTAD de veloped the Productive Capacities Index (PCI)\, which relies on eight comp onents to measure different elements of productive capacities – Natural Capital\, Human Capital\, Transport\, Energy\, ICT\, Institutions\, Privat e Sector\, and Structural Change.Based on the PCI\, UNCTAD develops Nation al Productive Capacities Gap Assessments (NPCGAs)\, a document which has r ecently been prepared for Mozambique. The aim of the NPCGA is\, through a sectoral analysis of the categories covered by the PCI\, to diagnose\, pin point the gaps and recommend economic and social policies to move Mozambiq ue towards sustainable structural transformation.The NPCGA of Mozambique d iscusses the main points to be addressed in the face of economic vulnerabi lities and structural weaknesses\, with the ultimate objective to support Mozambique’s policy makers and other national stakeholders in identifyin g development gaps and finetuning the actions to address them.As a part of the support\, a Holistic Productive Capacities Development Programme of M ozambique was prepared to address the identified productive capacities gap s and support policies to advance inclusive growth and sustainable develop ment. Furthermore\, UNCTAD has taken initial steps to kickstart the implem entation of the Holistic Programme by focusing on action-oriented research and step-by-step guides to strengthen four key Mozambican agri-product va lue chains.The next step in the process\, after the validation of the docu ments\, is to jointly engage in a resource mobilization process\, to obtai n funding for the implementation of the Holistic Programme of Mozambique.O bjectivesThe objectives of the workshop are to:Present\, discuss and valid ate the National Productive Capacities Gap Assessment and the Holistic Pro ductive Capacities Development Programme of Mozambique\, to examine the ga ps and limitations in Mozambique’s productive capacities\, their underly ing factors\, and potential remedies in the form of policies\, strategies and their implementation (Day 1). Present and discuss the study Boosting agricultural value chains in Mozambique: Challenges\, Opportunities and Co mpetitiveness Strategies for Sesame\, Soy\, White Prawn and Tomato\, contr ibuting to kick-start the implementation of the Mozambique Holistic Progra mme (Day 2).Participants of the multi-stakeholder workshop will involve se nior government officials\, including Ministries of Economy\; Agriculture\ , Environment and Fisheries\; Transport and Logistics\; Public Works\, Hou sing and Water Resources\, and other Ministries\; Bank of Mozambique\; rep resentatives of development partners based in Mozambique\, national\, regi onal\, and international experts in the field of economic development and representatives of the private sector and civil society\, including academ ic institutions in Mozambique.The event will be held in person.
