SUMMARY:COP31 Climate Action Agenda: Harnessing trade cooperation to delive
r green industrialization and climate goals
CLASS:PUBLIC
DESCRIPTION:Background and ObjectiveAs countries move from climate commitme
nts to implementation\, trade and international cooperation can play a cri
tical role in accelerating the transition to low-carbon and sustainable ec
onomies. By facilitating access to climate-relevant goods\, services\, tec
hnologies\, and knowledge\, trade can help strengthen productive capacitie
s\, diversify economies\, and develop green\, blue\, and circular value ch
ains that support sustainable industrialization and climate resilience. Re
alizing this potential requires translating national climate priorities in
to practical support for businesses\, particularly SMEs\, to invest in cle
aner production\, build resilience\, and access markets.However\, many dev
eloping countries continue to face challenges in building sustainable indu
strial capabilities\, integrating into emerging low-carbon green value cha
ins\, and complying with evolving sustainability standards and market requ
irements. These challenges are particularly acute for SMEs\, which often l
ack access to the information\, technologies\, skills\, and resources need
ed to meet sustainability requirements and seize new market opportunities.
Limited access to affordable finance and difficulties demonstrating inves
tment readiness further constrain their ability to adopt green technologie
s and business models. Trade cooperation\, capacity-building\, and knowled
ge-sharing\, and policy coordination are essential to ensure that the tran
 sition supports competitiveness\, economic diversification\, resilience\,
and inclusive growth. Closer coordination between trade and environment mi
 nistries\, business support organizations\, financial institutions\, and b
uyers can help align NDC implementation with trade and SME needs. The sessi
on will showcase implementation progress\, lessons learned\, and remaining
challenges under the PAS Harnessing Trade Policy for Nationally Determine
 d Contributions (NDCs)\, Low-Carbon Economic Diversification and Climate R
esilience. Drawing on country experiences and stakeholder perspectives\, p
anelists will explore practical approaches and cooperative frameworks to s
trengthen trade&#039\;s contribution to climate action\, sustainable devel
opment\, and resilience.  The session aims to identify key opportunities\
, barriers\, and priority actions to advance trade cooperation in support
of inclusive and sustainable green industrialization. Expected OutcomesId

of successful implementation experiences and partnerships Enhanced collab
