Compendium of technical notes II prepared for the LDC WTO Group on preferential rules of origin

This compendium contains notes, technical materials and other support tools prepared by UNCTAD at the request of the WTO LDC Group.

The document is the second publication of the WTO LDC Group submissions that contains the following elements.

1. Ad valorem criteria submitted on 30 October 2020.
    
2. Rules of origin based on a change in tariff classification submitted on 13 October 2021.
    
3. Review of existing origin-related documentary requirements: Paragraph 1.8 of the Bali Decision and Paragraph 3.1 of the Nairobi Decision submitted on 22 March 2022.
    
4. Preliminary review of the UK's proposed new rules of origin under the developing country trade regime (DCTS) submitted on 30 September 2022.

Each of these draft submissions focuses the discussion on specific methodologies for defining what constitutes a substantial transformation and the associated documentary evidence.

These notes include comments, technical considerations, best practices and suggestions for constructive engagement in improving rules of origin for LDCs.
