Enhancing International Deterrence of Cartels - presented by Michal Gal

There is a general consensus that deterrence of international cartels is sub-optimal. Many developing or small jurisdictions never bring suits against such cartels and their consumers are not compensated for the significant harm imposed upon them by such cartels.

The purpose of this talk is to propose a novel method to reduce this problem. This tool will enable countries to adopt and rely upon foreign findings of international hard-core cartels, provided that the foreign decisions meet criteria that ensure that such reliance is reasonable and fair.

Michel Gal is a Professor in the Faculty of Law at the University of Haifa.
