The joint UNCTAD-BMZ study on Promoting Local IT Sector Development Through Public Procurement will be officially launched at the Africa Business Week in Frankfurt, Germany, on 22 April 2013. The Africa Business Week promotes growing business relations equally between African and European companies.
The study will be presented by Torbjörn Fredriksson, Chief of UNCTAD's ICT Analysis Section in the Division on Technology and Logistics and by Thorsten Scherf, ICT Advisor at GIZ's Sector Project ICT4D at a dedicated session from 1.30 to 2pm.
This study analyses how public procurement can be leveraged for the development of a vibrant IT sector in developing and emerging economies.
Growing a thriving competitive local IT sector is a priority for many countries as its development helps sustain and expand the use of ICT in both the private and public sectors. In developing and emerging economies, public sector procurement represents a substantial segment of local demand for IT services. The increasing deployment of e-government services offers further possibilities for local IT firms. However, until now, too little attention has been paid to the link between public procurement and local IT sector development. The study identifies seven strategies that governments can implement to promote the local IT services sector through public procurement. The report draws on the experience of Kenya, Senegal and Sri Lanka.
