
Maria Amparo López Senovilla has been Secretary of State for Trade at the Ministry of Economy, Trade and Business of Spain since May 2024, and President of ICEX España Exportación e Inversiones, a public business entity integrated into the structure of the Ministry of Economy, Trade and Business, under the Secretary of State for Trade.
Before that, she held the following appointments:
- Undersecretary of Economy, Trade and Business from December 2023 until May 2024.
- Undersecretary of Economy and Business from June 2018 until January 2020.
- Undersecretary of Economic Affairs and Digital Transformation from January 2020 until December 2023.
- Member of the Board of Directors of SEPI, member of the Governing Committee of the FROB and member of the Consortium of the City of Toledo since June 2018.
- Legal advisor to the Ministry of Justice for the Working Group for the reform of the European Regulation on Insolvency Proceedings from 2012 until 2013.
- Head of the Spanish Delegation of UNCITRAL Group V, Insolvency Law from April 2014 until June 2018 and rapporteur of the 53rd session.
- Legal advisor to the Working Group for the Proposal for a Directive on Restructuring and Second Chance since January 2017.
- State Lawyer coordinating the legal assistance agreements with Consorcio Ciberesp, Portel Servicios Telemáticos S.A., Instituto de Crédito Oficial (ICO) and with the Sociedad Estatal de Infraestructuras del Transporte Terrestre (SEITTSA).
- Head of the Insolvency Department in the Subdirectorate General of the Contentious Services of the State Attorney's Office, from September 2013 until June 2018.
- Deputy Chief State Attorney, Coordinator of Insolvency Matters, Legal Service of the State Tax Administration Agency, Central Services, from November 2010 until July 2013.
- State Attorney before the Central Contentious-Administrative Courts between January and November 2010.
- State Attorney at the Barcelona State Attorney's Office before the High Court of Justice of Cataluña, between November 2005 and January 2010, where she worked as coordinator of the Contentious-Administrative Courts and Criminal Courts.
Ms. Amparo López Senovilla holds a Bachelor´s Degree in Law, with a specialization in European Union Law, San Pablo CEU University, Madrid, 1998. She has been a Civil servant of the High Corps of State Lawyers since November 2005.
Luis Felipe López-Calva is the Global Director for the World Bank Group’s Poverty and Equity Global Practice in the Equitable Growth, Finance, and Institutions Vice Presidency.
Mr. López-Calva has over 30 years of professional experience working with international institutions and advising national governments. He rejoined the World Bank in 2022 from the United Nations Development Programme, where he served as UN Assistant Secretary General and Regional Director for Latin America and the Caribbean since 2018.
In his previous tenure at the World Bank, he held various positions including Practice Manager of the Poverty and Equity Global Practice for Europe and Central Asia, Co-Director of the World Development Report 2017 on Governance and the Law, Lead Economist and Regional Poverty Advisor in the Poverty and Equity Global Practice for Europe and Central Asia, and Lead Economist in the Poverty, Equity and Gender Unit in the PREM Directorate for Latin America and the Caribbean. He has led lending projects in policy operations for 1.1 billion USD.
Mr. López-Calva is a Board Member at the Global Development Network, a Fellow of the Human Development and Capabilities Association, and a member of the Global Future Council on the Future of Economics of Equitable Transition at the World Economic Forum.
He holds a master’s degree in economics from Boston University, as well as a Master’s and a PhD in economics from Cornell University.


Kentillia Louis is Coordinator of the Creative and Performing Arts at Sir Arthur Lewis Community College.
She has been a director and Theatre arts educator for about 25 years. She served as the curriculum officer for Theatre Arts at the Ministry of Education, Saint Lucia for 10 years. She was a member of the Nobel Laureate festival management committee and the creator and manager of the Walcott Schools festival for over 5 years. Miss Louis is currently the coordinator of the Creative and Performing Arts as well as the Creative Industries and Events Management Associate Degree programmes at the Sir Arthur Lewis Community Vollege, Saint Lucia.
She is the Artistic Director of YouthSPAC a youth performing arts company and the producer and director for local television series, Fellaz.
Mr. Laureano Lourido Artime, captain with the Spanish Merchant Navy, holds a Master's in Port Management from the University of Comillas, Spain.
He has held different responsibilities in public and private companies in the port and shipping sector. Mr. Artime's port and shipping career has taken him from Director of Maritime Activities for Ruiz de Valasco, S.A. (1997-2001), to the Port Authority of Gijón, where he was Head of the Port Operations Division and Department and later Commercial Director (2001-2004).
His work thereafter brought him to the company Actividades Generales Portuarias where he was General Manager and Director while concurrently, he sat as Director of the Official Chamber of Commerce, Industry and Navigation of Gijón (2005-2012).
Before his appointment as President of the Port Authority of Gijón, Mr. Artime was Managing Director of the solid bulk terminal of El Musel, European Bulk Handling Installation, S.A., (EBHISA) (2012-2015).

Michele Lowe is the Senior Coordinator for Hemispheric and Bilateral negotiations at the Caribbean Community (CARICOM) Secretariat. She has overall responsibility for the technical co-ordination of CARICOM’s bilateral trade negotiations with third countries. She also has responsibility for the Secretariat’s WTO work programme on Trade Facilitation and MSMEs. In this capacity, she is responsible for monitoring, coordinating and supporting regional implementation of the WTO Agreement on Trade Facilitation (TFA) by CARICOM Member States.

Michele Lowe is the Senior Co-ordinator for Hemispheric and Bilateral Trade relations at the Caribbean Community (CARICOM) Secretariat.
She has over 25 years’ experience in international trade policy and trade negotiations. She also has responsibility for the Secretariat’s WTO work programme on Trade Facilitation. In this capacity, she is responsible for monitoring, coordinating and mobilising technical assistance and capacity building (TACB) support for regional implementation of the WTO Agreement on Trade Facilitation (TFA) by CARICOM WTO Members.
Miss Lowe led the Secretariat’s team that conceptualized and developed the CARICOM Strategy for Regional implementation of the TFA, in collaboration with the World Bank Group. She was also team leader on the establishment of the CARICOM Regional Committee on Trade Facilitation (RCTF).
Xinqing Lu leads the community of Champions for Nature at the World Economic Forum, engaging with private sector, governments and civil societies to accelerate the transition towards an equitable, net-zero, nature-positive economy.
Prior to the Forum, she has experiences in the field of agriculture, circular economy and global development from AGRA, Bill & Melinda Gates Foundation and McKinsey.
She holds a master’s degree in financial economics from University of Oxford, and a master’s degree in Environmental Policy from Sciences Po.
