Andrew is a Partner in our Customs and Trade team, with significant expertise across the international trade law and customs.
Andrew is a trusted and highly-regarded industry adviser to businesses, industry associations, other peak bodies and government, and regularly consults on legal and trade developments that affect Australian and international businesses.
He assists importers, exporters, licensed customs brokers, freight forwarders, shippers, marine insurers and trade financiers, and other industry parties with procedural and legal advice, including reviews and litigious matters. This advice is provided in Australia and overseas, where Andrew works with a network of colleagues at law firms across the world.
Andrew specialises in all areas of trade including international trade conventions, dispute resolution and arbitration, trade financing options, commodity and freight contracts. He represents his clients’ best interests during inquiries or prosecutions by government agencies, in matters involving dumping and alleged underpayments of customs duty, alleged breaches of licence conditions by service providers (such as licensed customs brokers), biosecurity and defence control issues along with any associated litigation.
Andrew is a member of the board of directors of the Export Council of Australia (ECA) and the Food and Beverage Importers of Australia (FBIA) and is regularly engaged in these capacities to engage with the government agencies and peak industry bodies operating across Australian borders. Andrew is also the Chair of the Private Sector Group at the National Committee for Trade Facilitation (NCTF) and the International Trade Remedies Forum as well as their sub-committees and advisory groups.

Ms. Hughes is Senior Climate Change Specialist at ADB Climate Change and Sustainable Development Department. She focuses on climate policy and financing, supporting countries to pursue transformational change to low-carbon and resilient development pathways and promoting multilateral and regional cooperation on climate change. She is also leading the development of ADB’s Just Transition agenda with a focus on supporting countries to manage just transition across all sectors as an enabler of climate action.
She has over 18 years of experience working on climate change and sustainable development policy, financing, and technology projects across the Asia Pacific region. She is passionate about building a sustainable and inclusive global future and helping people to be educated, effective participants. Prior to ADB this, she ran a climate change consultancy in Sydney.
She holds a Bachelor of Aeronautical Engineering and a Master of Engineering majoring in Energy Policy and Planning.
Kristin Hughes is the Director of the Global Plastic Action Partnership, a public-private partnership housed by the World Economic Forum, aimed at eradicating plastic waste and pollution while focusing on circular economy solutions. Over the past twenty years, Kristin has represented companies and governments in driving complex global programs focusing on sustainability, economic development, public policy and stakeholder engagement. During her experience working in the consumer goods, apparel retail and technology industries, Kristin addressed the needs of those working in the supply chains, improving working conditions in factories and remediated human rights atrocities while implementing sustainable environmentally-friendly solutions for the companies’ approach to its business model.
Kristin has a law degree from American University, Washington College of Law and has spent most of her career between London, Brussels, and Washington, DC partnering with businesses, government agencies and civil society focusing on emerging markets and collaborating to drive meaningful.

Mr. Christopher Hui, GBS, JP
Secretary for Financial Services and the Treasury
Mr. Hui has been Secretary for Financial Services and the Treasury since 2020. He serves on the boards of Mass Transit Railway Corporation Limited, Hong Kong Airport Authority and also as the Chairman of the Kowloon-Canton Railway Corporation.
He was an Administrative Officer in the Government from 1999 to 2003 and served in the Economic Development Branch, the Office of the Government of the Hong Kong Special Administrative Region in Beijing and the Home Affairs Department. After leaving the Government, Mr. Hui spent 13 years at the Hong Kong Exchanges and Clearing Limited, having been the Managing Director for Market Development and Head of Project Management and also in various senior roles in Listing and Market Development. He worked for a number of multi-national companies in the private sector as well. He was appointed the Executive Director of the Hong Kong Financial Services Development Council from 2019 to 2020.
Mr. Hui previously held a number of public roles including Councillor of the City University of Hong Kong, Member of the Mandatory Provident Fund Schemes Authority Process Review Panel, Hong Kong Stock Exchange Listing Review Committee and also Hong Kong Institute of Certified Public Accountants Disciplinary Panel.
Mr. Hui holds Bachelor and Master (Hon) Degrees in Philosophy, Politics and Economics from the University of Oxford, and Master of Business Administration Degree from INSEAD. He also attended the Stanford Executive Programme (SEP).
Mr. Yu Huijiao is the Chairman and founder of YTO Express Co., one of China’s biggest logistic companies founded in Shanghai in 2000. He is a successful businessman and an expert in logistic industry. YTO is now a key player in the global supply chain and its business covers logistics, technology, air transport, financing, commercial service, etc.
In 2017, YTO made great progress overseas and has now expanded to more than 50 branches and offices in 18 countries and regions, with over 500 global franchisees and agents in more than 150 countries and regions.
Jeroen Huisman is an experienced strategic advisor and passionate about contributing to the shift towards a sustainable economy and financial system.
He is leading Systemiq’s work on Blended Finance for Emerging Markets and Developing Economies with a focus on de-risking mechanisms, project pipeline facilities and reform of domestic and international financial system architecture.
Prior to joining SYSTEMIQ Jeroen worked for the Ministry of Finance in the Netherlands and McKinsey & Company before that. At the Ministry of Finance Jeroen contributed to a government-wide change program to improve insight in policy effectiveness and several policy researches.
At McKinsey & Company Jeroen focused on strategic work for public sector clients and he founded a platform for leadership development of talent within the public sector.
He has a bsc and msc from Erasmus University Rotterdam with a specialisation in applied micro-economics with a focus on incentives within systems.
Kirk Duncan Matthew Humphrey is a Barbadian politician and the current Minister of Maritime Affairs and the Blue Economy. He is the first Minister to hold this post and was appointed in May 2018 as part of the new administration. The focus of the ministry is to streamline and coordinate Barbados' Blue economy and to explore new industries and revenue streams from the ocean while conserving and preserving the marine environment in most sustainable ways.
He holds a degree in Management from the University of the West Indies in Barbados, A Masters Degree in Social Policy and Planning from The London School of Economics and a Masters Degree in Public Administration from Harvard University. A trained social scientist and community practitioner, Mr. Humphrey believes that the blue economy can make a real difference for people in Small Island Developing States.

Chris Humphrey is a senior scientist at NADEL since January 2016. He has a PhD in Political Sciences from the London School of Economics.
Chris consults for various development organizations, including the Overseas Development Institute, World Bank, African Development Bank, Inter-?American Development Bank, New Development Bank and the Inter-?Governmental Group of 24. Previously Chris worked in operations at the World Bank’s Latin America division (2001-?2008) and as a journalist based in Mexico City (1994-?2000).
His work is on the evolution of development finance in the 21st century.
Martin Humphreys is a Lead Transport Economist and the Global Lead for Connectivity and Logistics, with a focus on ports, maritime and the inland water transport sector, at the World Bank.
He has been working in the transport sector for nearly 30 years in several different countries/regions, including inter alia, the United Kingdom, Denmark, Eastern Europe, Russia, South Asia, Central Asia, East Asia, the South Caucasus, the Baltic States, and the Western Balkan countries, and Eastern and Southern Africa.
His experience covers roads, railways, inland waterways and maritime ports, public private partnerships, and trade and transport facilitation, in post-conflict, fragile, and low- and middle-income countries.
Martin has a first degree in Economics, and a master’s degree and Ph.D in Transport Economics.
