Ángela is a senior professional with more than thirty years of experience in the design and execution of financial operations in international markets. She has extensive management experience in both the public and private sectors, leading multidisciplinary teams in diverse cultural and organizational settings.
Since July of last year, she has served as Chair and Chief Executive Officer of COFIDES, the Spanish state majority-owned financial institution that partners with the private sector to foster sustainable and impactful investments. COFIDES is well known to her, as she was Chief Investment Officer from 2000 to 2010.
Before returning to COFIDES, she spent 15 years as Head of Structured Finance and Asset Management at ELECNOR, a leading multinational company in the infrastructure and energy sectors where she led multiple debt and equity deals across different continents.
Ángela began her professional career as an investment banker at BZW in London and spent a total of ten years working within the Barclays Group.
She holds a degree in Economics and Business Administration from the Universidad Complutense de Madrid and completed the PADE Executive Program at IESE Business School, University of Navarra.
Romain Perez is an Economist in the International Trade and Commodities Division at UN Trade and Development (UNCTAD), specializing in project management and supporting intergovernmental initiatives to assist commodity-dependent countries. With over 15 years of expertise in global trade, commodity markets, and sustainable development, his prior roles include work at the OECD on G8-G20 negotiations and at UN DESA on sustainable development financing. His research covers trade liberalization, environmental tariffs, and water stress in Sub-Saharan Africa. He has authored several peer-reviewed articles and holds a degree from HEC Paris.
He is a Salvadoran professional with over 10 years of experience advising governments on formalization, administrative modernization, state reforms, and online governance. After completing his studies in law and e-governance, he has dedicated himself to implementing tools in Central America to facilitate business, commerce, and investments.
Currently, he supports the National Commission for Micro and Small Enterprises in the operation and evolution of the MYPE Account in El Salvador, an online e-accounting system that allows micro-entrepreneurs to access simplified accounting to fulfill their formalization obligations. He is also responsible for the operation of the Virtual Single Window MiEmpresa.gob.sv, which automates administrative procedures for business formalization.


Noel Perez-Benitez is the Coordinator of the Fiscal Affairs Unit in the Economic Development Division at the United Nations Economic Commission for Latin America and the Caribbean (UN-ECLAC).
Noel has held key technical roles across the Mexican public sector, including leadership positions at the Belisario Dominguez Institute of the Mexican Senate, the Mexican Institute of Social Security, the Ministry of Finance, and the Ministry of Social Development. Previously, he served as a Research Assistant in the Fiscal Affairs Department of the International Monetary Fund.
Noel holds a Master of Public Policy from the University of Chicago and a Bachelor of Arts in Economics from the University of Pennsylvania.

Daniela Perozo is a Project Management Specialist working at the Presidential Office for Information and Communication Technologies of the Dominican Republic, passionate about agriculture, youth empowerment, and international trade.
In her academic experience, she is currently studying for a master's degree in International Development at the University of Edinburgh, holds a master's degree in Diplomacy and Consular Services at INESDYC, and a bachelor's degree in International Business at APEC University. In the past, she has worked in the maritime and business sector.
Nowadays, she is a Project Specialist for the Direction of Digital Government Transformation at the Governmental Office for ICT's development in the Dominican Republic.
Avinash Persaud, Special Advisor on Climate Change to the President of the Inter-American Development Bank, has over 30 years of experience in finance, public policy, and academia.
Previously, he was Special Climate Envoy to the Prime Minister of Barbados and an architect of the 'Bridgetown Initiative.
Avinash is a member of the High-Level Expert Group on Climate Finance of the COP26, 27 and 28 Presidencies and a member of the first Board of the new Climate Loss and Damage Fund. He previously served as Chairman of the Caribbean Community's Commission on the Economy and Commissioner of the UN Commission on Financial Reform. Avinash also used to be a senior executive at several major banks including J. P. Morgan, State Street and UBS.
An Emeritus Professor of Gresham College in the UK, he is 2024 Perry World Fellow at the University of Pennsylvania and has won numerous awards in finance.
Christopher is a Transport Senior Specialist at the Inter-American Development Bank (IDB) based in Washington DC.
As a Transport Specialist covering the English-speaking Caribbean countries, he is responsible for the design and supervision of loan operations and technical cooperation financing to the Bank’s clients related to highway and urban and public transport, aviation and maritime transport. These operations typically include provision of infrastructure, policy formulation and instructional frameworks and strengthening with the aim of providing economical, efficient, reliable, safe, resilient and sustainable transport infrastructure and related services in these countries.
He is also involved in dialogue with the Governments on the various areas in which the Bank can support the countries transport sector.
He holds a Bachelor's in Civil Engineering; Master's in Maritime Civil Engineering; Post Graduate Diploma in Environmental and Energy Law and an Executive Certificate in Public Policy.
