
Roselyn Opel is a Kenyan National and the Head of Pooled Procurement Services at the Organisation of Eastern Caribbean States (OECS) Commission based in St. Lucia, providing leadership in the Pooled Procurement of Health commodities on behalf of the Ministries of Health of the OECS. She oversees the General Procurement for donor and Government Projects on behalf of the Member States.
She is a seasoned Procurement and Supply Chain professional with over 25 years of experience in complex cross border humanitarian supply chain & Logistics Management, private (FCMG) and public sectors in Africa and the Carribean. She has worked with several NGOs including World Vision, American Refugee Committee (Currently Alight), Save The Children, CESVI, Marie Stopes Kenya, among others.
She spent 19 years working with Multilateral donor funded projects and Public Procurement in the 9 Member States of the Eastern Caribbean including Global Fund TB, World Bank, EU, CDB.
His Excellency Dr Arkebe Oqubay is a Senior Minister and Special Adviser to the Ethiopian Prime Minister. He and has been at the centre of policymaking and government for over 30 years, leading the economic transformation of Ethiopia and championing Africa’s industrialization and economic transformation. He is the former mayor of Addis Ababa, and was awarded the ABN Best African Mayor of 2006 Award, and was a finalist in the World Mayor Award 2006 for transforming the city.
He has also served and continues to serve as chair and vice-chair on the boards of several leading public corporations. His ability to combine the theoretical understanding of the process of industrialization with the practice of policy implementation has earned him recognition by the NewAfrican as one of the 100 Most Influential Africans of 2016 and a “leading thinker on Africa’s strategic development”.
Dr Arkebe is Professor of Practice at the University of Johannesburg (South Africa), a Visiting Professor at Sciences Po (Paris) and Nanyang Technological University (Singapore). He is a UNU-WIDER Honorary Research Fellow, a Distinguished Fellow at the London-based think-tank, the Overseas Development Institute (ODI), and Senior Research Associate at the Vienna Institute of International Economic Studies. He has an extensive list of publications on topics including economic development, technological learning and industrial policy.
Dileimy Orozco is an Independent Advisor on Sustainable Finance, working to reimagine the role of finance in tackling climate change and driving transformative action. She focuses on influencing financial reforms to advance both resilience and decarbonisation. Her work spans diverse geographies, including Latin America, Africa, and Southeast Asia.
Previously, she led the development finance portfolio in the COP26 Unit at the UK Cabinet Office and led the work on macroeconomics at E3G. She serves as a technical advisor to Grupo Financiamiento Climático in Latin America and contributed to the LSE-led Expert Advisory Group that designed a framework for the Coalition of Finance Ministers for Climate Action to mainstream climate considerations. Recently, she co-authored an input paper on country platforms for the G20, exploring their potential to mobilise climate and development finance.
Zoe Osborne is a virtual artist curator and physical interior designer from Barbados.
Her work has a focus on Caribbean symbolism and narratives with an exploration in homesickness in the Caribbean Diaspora. She founded Mahogany Culture, a Collective focused on Caribbean culture retention.
She uses this platform to showcase Caribbean creatives with a focus on the documentation and celebration of Caribbean culture, telling stories of the Caribbean experience and aesthetic
Ralph Ossa, Chief Economist and Director Economic Research and Statistics Division, WTO Ralph Ossa is Chief Economist and Director of the Economic Research and Statistics Division at the World Trade Organization (WTO).
He joined the WTO in January 2023 after a distinguished career in academia with appointments at Princeton University, the University of Chicago, and the University of Zurich. Professor Ossa's research focuses on international economics with a particular emphasis on questions of policy relevance. For example, he has explored the economics of trade wars and trade talks and estimated how much countries gain from international trade.
He holds a PhD in economics from the London School of Economics.
M. Mohamed Réda Ouguenoune cumule plus de 25 années d’expérience dans le secteur des hydrocarbures. Il est en charge de la protection de l’environnement et de la préservation du milieu naturel au niveau corporate de son entreprise. Il milite au sein de l'entreprise pour la rupture avec le modèle de production traditionnel, pour un modèle durable et respectueux de l’environnement. La démarche s’appuie sur le respect des engagements internationaux de l’Algérie, notamment en matière de réduction des gaz à effet de serre et de lutte contre les changements climatiques.
M. Ouguenoune a contribué dans plusieurs projets en interne, ainsi qu’à l’échelle de la région méditerranéenne, tels que: (1) la Coordination intersectorielle en faveur du développement durable de l’initiative sur l’économie bleue en méditerranée occidentale, et (2) le Programme pour la mer Méditerranée - Med Programme- Réduction de la pollution d’origine terrestre dans les zones côtières prioritaires gravement polluées et mesure des progrès réalisés / amélioration de la durabilité et de la résilience climatique dans la zone côtière. Mr Ouguenoune est diplômé en Droit International de l’Environnement, de l'Institut des Nations Unies pour la Formation et la Recherche (UNITAR).

Mr. Moussa Oumarou is ILO's Deputy Director-General for Field Operations & Partnerships.
Before joining the ILO, Mr Oumarou occupied many positions in teaching and in public administration which led him to occupy several positions of responsibility within the Government in Niger.
After leaving the Government in Niger, Mr Oumarou started working for the ILO, first as a consultant for social dialogue, then as coordinator of a national project for the promotion of the Declaration on Fundamental Principles and Rights at Work. He then became Chief Technical Advisor of the Regional Programme for the Promotion of Social Dialogue in French-speaking Africa. In 2006, he joined the ILO headquarters where he served as Senior Labour Administration and Labour Inspection Specialist.
In 2011 he was appointed Director of the Industrial and Employment Relations Department and, during this period, also assumed the duties of the Executive Director of the Social Dialogue Sector.
He became the Director of the Governance and Tripartism Department in 2013 and subsequently Deputy Director-General for Field Operations and Partnerships on 1 January 2018.
He has authored several publications on social dialogue and labour administration.
His career earned him the decoration of Chevalier des Palmes Académiques (Academic Order) and Chevalier de L’Ordre National de Niger (National Order of Niger).
Eliz Ozdemir is Programme Manager at Oil and Gas Climate Initiative (OGCI). Eliz focuses on the Oil & Gas Decarbonization Charter supporting implementation of OGDC’s goals and working closely with the signatories and external partners to drive forward net zero solutions.
Previously, Eliz spent several years in OGCI’s Strategy & Policy team where she led several projects on topics related to methane emissions reduction, decarbonization pathways, net zero strategies, reporting and natural climate solutions. Eliz holds an MSc in Climate Change Management and Finance from Imperial College London.
Reverend Msgr. Daniel Pacho was appointed Undersecretary at the Multilateral Sector of the Section for Relations with States and International Organizations of the Secretariat of State in January 2023.
Before that, he served as an official in the Section for Relations with States and International Organizations of the Secretariat of State. A position he held from January 2018.
He entered the diplomatic service of the Holy See on 1 July 2010, serving in the Pontifical Representations in Benin and Tanzania.
The Reverend Msgr. Pacho, was ordained a priest for the diocese of Fulda on 25 June 2000. He holds a degree in theology from the Pontifical Gregorian University in Rome.
