
Andualem Telaye Mengistu is a senior researcher at the Policy Studies Institute (PSI) in Addis Ababa, Ethiopia. His main areas of research include macroeconomics and public finance.
Apart from his academic roles, he has served as the public investment advisor to the Planning and Development Commission of Ethiopia, and he is currently serving as the fiscal risk advisor to the Ministry of Finance of Ethiopia.
Andualem holds a Ph.D. in Economics from the Stockholm School of Economics.
Darwin Telemaque, is a very accomplished professional with extensive experience in port operations, transportation, logistics, project management, and safety management.
For the past ten years, Mr. Telemaque served as the CEO of the Antigua and Barbuda Port Authority and was instrumental in the recent state-of-the-art port redevelopment. He also holds the positions of Vice-Chairman of the International Committee of Ports of the Organization of the American States (OAS), Chairman of the Port Committee of the Organization of Eastern Caribbean States (OECS), and Chairman of the Port Management Association of the Caribbean (PMAC). He is passionate in these roles, advancing the growth of these organisations for the benefit of the region they serve.
Mr. Telemaque participates on multiple local development committees and consultancies and provides expert advice on several key discussions relating to port developments around the region. He is passionate about developing resilient and sustainable infrastructure for the region.
David Tello Cepeda, 39 years old, agronomist graduated from the Central University of Ecuador; he was a phytosanitary inspector of ornamentals for export for AGROCALIDAD; coordinator of the group of phytosanitary inspectors in the post-harvest room for 4 years (2009 -2012).He is currently responsible for Ecuador's Export Ornamentals Certification Programme; supervisor of Phytosanitary Certification processes for exports of agricultural products at national level, preparation of regulations concerning Phytosanitary Certification, analysis of information resulting from phytosanitary inspections and issuance of Phytosanitary Export Certificates at national level since 2012.
Since 2016, he has been responsible for the implementation of the electronic phytosanitary certificate” (Ephyto) issuance system in Ecuador.
Ms. Dorothy Tembo has served Deputy Executive Director of the International Trade Centre since June 2014.
A Zambian national, prior to her roles at ITC, Ms. Tembo served as the Executive Director of the multi-donor funded Enhanced Integrated Framework Programme (EIF) at the World Trade Organization (WTO), supporting Least Developed Countries. Prior to the WTO, she held various other positions, including serving as Zambia’s Chief Trade Negotiator and Director Foreign Trade in the Ministry of Commerce, Trade and Industry, Deputy Chief of Party, USAID Zambia Trade and Investment Enhancement Project, as well as Senior Advisor, USAID RAPID project in Botswana supporting the implementation of the SADC Protocol on Trade.

Joseph Tembo is Assistant Director of the Economic and Financial Statistics Division at the Zambia Statistics Agency, and the National Coordinator on Small Scale Cross Border Trade project under COMESA. In addition, in 2021-2022 he worked as the National Focal Point on the IFFs Pilot Project in Zambia. Prior to 2018, he was the Principal Statistician/Head of International Trade and Balance of Payments Statistics Branch at the Zambia Statistics Agency.
Mr. Tembo has a master’s degree in economics and finance from the University of Lusaka.

H.E. Ms. Eunice M. Tembo Luambia, Permanent Representative of Zambia to the United Nations in Geneva and in Vienna, has served in various capacities, among them:
Director, Zambia Mine Action Department, Ministry of Foreign Affairs (2011-2022); Deputy High Commissioner and Head of Chancery, High Commission in London, United Kingdom (2007-2011); Acting High Commissioner, London, United Kingdom (2009); First Secretary for Political Affairs, High Commission in Pretoria, South Africa (2002-2007); Acting High Commissioner in Pretoria, South Africa (2002); Senior Executive Officer & Desk Officer in charge of Africa and Middle East, Ministry of Foreign Affairs (1995-2002); and Executive Officer and Desk Officer in charge of Asia, the Americas and Europe, Ministry of Foreign Affairs (1993-1995).
Ms. Luambia holds a Master of Arts in International Relations from the University of Kent, Canterbury, United Kingdom and a Bachelor of Arts in Public Administration from the University of Lusaka, Zambia.

Helena Tenório Veiga de Almeida is currently Director of the People, Information Technology and Operations Division at the Brazilian Development Bank (BNDES), a position she assumed in January 2023. She has been a career employee at BNDES since 1998, where she has held several leadership positions and contributed to the Bank’s strategic modernization and digital transformation processes.
Before her current appointment, she served as Head of the Operations and Microcredit Department in the Indirect Operations Division and as Superintendent of the Communication and Institutional Relationship Area. Over the years, she has gained extensive experience in development finance, institutional management, and innovation policy, and has played an active role in initiatives to strengthen efficiency and inclusion within the institution. Beyond her work at BNDES, she has also served as Vice-President of the New Club of Paris, an international think tank focused on the knowledge economy.
Helena holds a degree and a Master’s degree in Economics from the Federal University of Rio de Janeiro (UFRJ), an MBA from Coppead, and a graduate degree in Digital Transformation from the Pontifical Catholic University of Rio de Janeiro (PUC-RJ).

Karma Tenzin is Assistant Director General at the INTOSAI Development Initiative (IDI), where he leads efforts to strengthen sustainable, high-quality, and impactful audit practices across Supreme Audit Institutions (SAIs). He oversees initiatives on Sustainable Audit Practices, Audit Quality Management Systems, and cooperative audits on critical themes such as the SDGs, climate action, and inclusion. Karma also spearheads IDI’s work on auditing sustainability reporting in the public sector and serves as a member of the IPSASB Sustainability Reference Group. He manages IDI’s collaboration with ASOSAI to advance regional capacity development.
Before joining IDI, Karma served for 13 years at SAI of Bhutan, where he held key roles as Assistant Auditor General, Head of the Policy and Planning Division, and a member secretary of the SAI Audit Committee. As a member of the Accounting and Auditing Standards Board of Bhutan (AASBB), Karma contributed significantly to the adoption of International Financial Reporting Standards (IFRS) and International Standards on Auditing (ISAs). He also chaired the Technical Working Committee of AASBB, guiding critical reforms in public sector financial reporting. Karma is a Fellow of the Association of Chartered Certified Accountants (FCCA), United Kingdom.

Tatiana Terekhova has a leading role in the partnership programme, engagement with non-state actors, and illegal traffic and trade of hazardous chemicals and waste under the Basel, Rotterdam and Stockholm Conventions. Tatiana implements a number of capacity-building activities, including in relation to marine pollution and plastic wastes. She supports the newly launched process to improve the trade control mechanism under the Basel Convention. She deals with the Sustainable Development Goals, in particular its indicators. Prior to this function, she was coordinating capacity-building activities for the implementation of the Basel, Rotterdam and Stockholm Conventions Convention, including the E-waste Africa programme.
She has been in the United Nations family for 20 years. This includes the UN Environment Programme and the UN Institute for Training and Research where she provided assistance to developing countries and countries in economy in transition in various areas of sound chemicals and wastes management. She has a background in international environmental law and law degrees.
