

Nicky Black is a Director at the International Council on Mining and Metals (ICMM), an international organization that brings together 28 mining and metals companies and over 35 national and commodity mining associations to strengthen environmental and social performance and enhance mining’s contribution to society.
Prior to joining ICMM, Dr. Black was Group Head of Social Performance at De Beers, the diamond company. She serves on several boards and advisory panels, including the Institute for Human Rights and Business (IHRB), an international think tank.
In addition to a PhD in strategic management (responsible business), she holds degrees from the Universities of McGill and Oxford.
Chad Blackman, Barbadian politician and former diplomat, was appointed to the Senate of Barbados by the Prime Minister of Barbados Mia Amor Mottley, as well as Minister in the Ministry of Economic Affairs and Investment.
He served as the Senior Advisor to the Director-General of the ILO, and as Ambassador and Permanent Representative of Barbados to the United Nations and Other International Organizations in Geneva, Vienna, and Rome, and Barbados’ Ambassador to Austria, Hungary, and Serbia
He was the President of the G77 and China Group in Geneva. He is the former Chair for the Trade and Environment Committee and former Chair of the Trade and Development Committee, both in the WTO. He chaired the SIDS Group at UNCTAD, was the Americas Co-ordinator for the Government Group in the ILO, and is a UN International Gender Champion Global Board Member.
Mr. Blackman holds a Law degree and a Master’s in International Trade Law from the University of Essex.
Lola Blanc is an international consultant on development and social and solidarity economy, currently serving at the UN Trade and Development (UNCTAD) and the United Nations Inter-Agency Task Force on Social and Solidarity Economy (UNTFSSE).
Graduate of psychology and the HEC business school in Entrepreneurship and Social business, Lola worked first for the Boston Consulting Group, as head of the Social Entrepreneur Prize, in partnership with the Schwab Foundation.
She then worked at the French Ministry of Europe and Foreign Affairs in the Sustainable Development department, in charge of monitoring public development aid operators and then for the department of innovation and partnership policies, in particular to implement the Social and Solidarity Economy portfolio.
She also worked for the French Development Agency in the Entrepreneurship and Inclusive Economy department, and for the Innovation unit.

Stephanie Blankenburg leads the Economic Cooperation and Integration amongst Developing countries Branch at UNCTAD. She joined UNCTAD in 2015, previously heading its Debt and Development Finance Branch.
Prior to joining UNCTAD, Stephanie was Senior Lecturer in Economics at the School of Oriental and African Studies (SOAS) in London (UK) for 15 years and a research fellow at the ESRC Business Centre in the Department of Applied Economics at Cambridge University (UK) prior to her move to SOAS.
She has also worked as a government advisor in Venezuela (2007-2008) and is an Associate Editor of the Cambridge Journal of Economics, following over a decade as a full member of the editorial board until 2015.
She is co-author of two monographs on the theory and practice of neoliberalism. Other areas of research and publication include issues in development finance, the political economy of industrial policy in developing countries, the evolution of multinational corporations and the history of economic thought.
She holds a PhD in Economics from Cambridge University.

In 2014, John Bliek first joined the ILO as Enterprise Specialist at its Moscow Office. He then moved to the ILO Office for the Andean Countries where he worked for 5 years prior to joining the ILO Caribbean Office in March 2022.
Prior to this, between 2001-2008, Mr Bliek worked in El Salvador, Guatemala and Nicaragua; and between 2008-2014 he coordinated an entrepreneurship promotion and microfinance programme in 12 countries. At the same time he was part of the Board of Directors of the European Microfinance Platform.
Mr Bliek graduated of the University of Nijmegen in the Netherlands on Development Studies. He has been working for the past 20 years on business development services and microfinance, territorial competitiveness, inclusive local economic and sector development and entrepreneurship.
Pren-Tsilya Boa-Guehe currently serves as Google’s Head for Pan-African Institutions, Government Affairs & Public Policy, where she oversees policy engagement with the African Union Commission, UN Economic Commission for Africa, African Development Bank, among other regional organizations. For nearly two decades, she has helped to advance humanitarian, economic, health, environmental, and tech policies in Africa. This included through previous diplomatic roles as a U.S. Foreign Service Officer in the U.S. State Department’s Bureau of International Organizations, Bureau of African Affairs, and overseas assignments in Mali, Morocco, and Ethiopia. Before joining the State Department, she led a non-profit organization that provided humanitarian assistance in Cote d’Ivoire.
Dr. Daniele Bobb is a lecturer at the IGDS:NBU, The UWI, Cave Hill Campus. Her research interest includes gender and development, social policies, mothering, and women and work.
She completed a BSc. Psychology with Political Science (First Class Honours) and an MPhil in Political Science at the Cave Hill Campus.
She is involved in many outreach and research projects in the areas of youth empowerment, the marginalization of vulnerable groups, gender and infrastructure, gender and religion, and gender and education.
Dr. Bobb is steadfast in her devotion to the work for gender equity and enhancing the quality of life for all.
Mrs. Shanti Bobin is Deputy Director in charge of Multilateral Financial Affairs and Development Division at the French Treasury, and it also Vice-Chairperson of the Paris Club.
Previously, she covered European Affairs, as Deputy Director in charge of European Affairs (2021-23); Head of the French Treasury regional economic office in Madrid (2019-21); and Head of European bilateral affairs (2016-19).
She was also Head of official development aid unit (2013-16). She also covered emerging markets at the Treasury (2010-13). She started as head of mission on unemployment at ministry of Labour (2006-09).
Shanti holds a degree in Public Affairs from Sciences Po Paris and is an alumna from the Ecole nationale d'administration.
