
Mattias Frumerie is Sweden’s Climate Ambassador and Head of Delegation to the UNFCCC. Previous roles in the Ministry for Foreign Affairs include Head of Strategic communications, Head of EU Single market and Head of EU policy, as well as postings in Budapest and Brussels. Ambassador Frumerie has also served as EU advisor in the Prime Minister’s Office.

Professor Xiaowen Fu is the Head of Department and Professor in Engineering Management at the Department of Industrial and Systems Engineering, the Hong Kong Polytechnic University.
His main research areas include engineering management, data analytics, transport and logistics, which cover issues such as competition policy and government regulation, efficiency benchmarking, operation management, transport demand modelling and industrial organization.
He has been the principal investigator of close to 30 research grants, the guest editor of 9 journal special issues, and the author of more than 150 journal articles. He is the Editor-in-Chief of the journal, Case Studies on Transport Policy, and associate editor of the book series “Advances in Airlines Economics”.
Prof. Fu has provided advisory and economic modeling services to many organizations such as the Boeing Commercial Aircraft, New Zealand Commerce Commission, Australian Competition and Consumer Commission, Hong Kong Transport and Housing Bureau, Japan Rail (East), and OECD. He is the director of the Behavior and Knowledge Engineering Research Center, founding chair of the Maritime Economy and Policy stream of the World Transport Convention, and an honorary professor of the University of Sydney Business School.


Victor Fuentes es Gerente de Políticas Públicas del Instituto Peruano de Economía (IPE) y Profesor Adjunto en el Laboratorio de Inteligencia Artificial y Métodos Computacionales en Ciencias Sociales (QLAB) de la Pontificia Universidad Católica del Perú (PUCP). Cuenta con 10 años de experiencia en la evaluación de políticas públicas en el Perú, con énfasis en competitividad y productividad, minería y desarrollo productivo, y política fiscal. Fuentes es Licenciado en Economía por la Universidad del Pacifico y Máster en Políticas Públicas por la Harris School of Public Policy de la Universidad de Chicago.

Marco Fugazza serves as an Economist at United Nations Trade and Development (UNCTAD) with expertise in international trade and development economics. Before joining the UN, he taught at Galatasaray University in Istanbul and worked as an Economist at the French Ministry of Labour. Additionally, he has provided consulting services to both the World Bank and the International Labour Organization. His research covers a wide range of topics in international trade and development, including trade policy, agricultural commodities, maritime connectivity, and the political economy of trade agreements. Over the course of his career, he has published numerous research papers and co-authored practical guides on trade analysis and Non-Tariff Measures. Recently, he authored a UN report on hemp and its applications, as well as an analysis on the missing trade in hemp products. He holds a PhD in Economics from the European University Institute and a master’s degree in international economics from the Graduate Institute of International and Development Studies.

Michael Gaffey has been the Permanent Representative of Ireland to the United Nations in Geneva since August 2017.
Before his appointment to Geneva, he was Director General of the Development Cooperation Division (Irish Aid) at headquarters, following terms as Middle East Director and Director for the Western Balkans and South East Europe.
His previous postings with the Department of Foreign Affairs were in Tokyo, London, Cairo, Amman, Baghdad, Belfast and Chicago.

Bill Gain is the Global Lead for Trade Facilitation, Customs Reform and Border Management within the World Bank Group’s Macroeconomics, Trade and Investment Global Practice where Bill leads the implementation of trade facilitation & border management reform in over 70 countries.
He has over 39 years’ experience in undertaking management and leadership roles with a focus on Customs reform and modernization, trade facilitation, border management and private sector development reform implementation in developing and conflict affected countries.
Prior to joining the WBG, he was Associate Director & Manager for New Zealand and the Pacific at the Centre for Customs and Excise Studies at the University of Canberra. Prior roles also include a 30 year career with New Zealand Customs. Bill holds a Masters Degree in Public Policy from the Victoria University of Wellington, New Zealand (2000) and a Post Graduate Diploma in Business (HR & Change Management), from the University of Auckland, New Zealand (1996).
Ms. Darlin Gaitan is the Ports Commissioner of the Belize Port Authority. The Ports Commissioner is the CEO of the Port Authority and is responsible for regulating ports, shipping, and auxiliary maritime services.
With 15 years of experience at the Belize Port Authority, she started as a Vessel Traffic Services Officer, then moved to Port State Control, where she would eventually head the Technical Department.
Ms. Gaitan is a career officer promoted to CEO in 2023 and is the second woman to hold the post. Ports Commissioner Gaitan has a master’s degree in Maritime Management from Memorial University of Newfoundland and has trained extensively in maritime affairs, port management, and project management.
