Robin Simpson is an independent consultant working since 2016 for UNCTAD on consumer protection, in particular on access to essential services, resulting most recently in the 2022 report on Access by consumers to essential services: energy, water and sanitation (with Arnau Izaguerri).
He has worked in the UK on consumer policy for the National Consumer Council and Citizens Advice service, and later for Consumers International (CI), whom he represented during the redrafting of the UN Guidelines on Consumer Protection. He worked for CI with ISO on several international standards relevant to this conference including ISO 24510 (2012): Drinking water and wastewater services, and ISO 50007 (2017) Energy services. From 2006 to 2018 he worked on project evaluation for the Public Private Infrastructure Advisory Facility at the World Bank, particularly on water, sanitation and energy.
In 2016 he was contributing editor for UNCTAD drafting the updated Manual on Consumer Protection out which came Achieving the Sustainable Development Goals through consumer protection UNCTAD (2018). He has worked in many regions on consumer interests in public utilities for the above organisations and for the OECD and European Commission.

Damie Sinanan has spent the last nine years with Caribbean Export Development Agency where he currently holds the position of Manager– Competitiveness and Export Promotion. His major area of focus is private sector development, trade and export promotion with a focus on digitalization of business, green energy adoption and building economic resilience.
He has over 15 years of experience in the field of export development and promotion having previously held posts at exporTT – the official trade promotion agency of Trinidad and Tobago, and the Inter-American Development Bank.
Damie holds a B.Sc, M.Sc and PhD in Economics from the University of the West Indies.

In May 2024, Jiraporn was appointed as Minister Attached to the Prime Minister's Office, where she continues to contribute to Thailand's strategic national development. Having worked closely with former Prime Minister Srettha Thavisin and the current Prime Minister Paetongtarn Shinawatra, she brings a wealth of experience in governmental affairs and policy implementation.
Jiraporn was elected as a Member of the House of Representatives for two consecutive terms since 2019. During her tenure, she was appointed as the Secretary of the Standing Committee on Economic Development of the House of Representatives, where she played a key role in shaping and overseeing national economic policies aimed at fostering sustainable growth and development across sectors.
Born on 1st September 1987 in Roi Et, Thailand, Jiraporn Sindhuprai has quickly risen as a key figure in Thai politics. She holds a Master's degree in International Business from the University of Reading, UK. Her academic background, combined with her deep understanding of global trade, led her to begin her professional career as a Trade Officer at the Department of Trade Negotiations, Ministry of Commerce, Thailand.

Ambassador Umej Bhatia is Singapore’s Permanent Representative to the United Nations Office in Geneva and the United Nations Office in Vienna, resident in Geneva. Ambassador Bhatia is concurrently Resident Representative to the International Atomic Energy Agency and Permanent Representative to the Preparatory Commission for the Comprehensive Nuclear-Test Ban Treaty Organization.
Ambassador Bhatia graduated with Double First Class Honours from the University of Cambridge, United Kingdom in 1995 under a Singapore Broadcasting Corporation scholarship. He obtained a Master of Arts from Harvard University, United States of America in 2005 under a Ministry of Foreign Affairs scholarship.
In 1995, Ambassador Bhatia worked for the then Television Corporation of Singapore where he produced and presented the current affairs programme “Talking Point”.
Ambassador Bhatia joined the Foreign Service in 1996 and has served in various capacities on issues covering Southeast Asia, Middle East and the United Nations in the Ministry’s headquarters. He served overseas as First Secretary in Singapore’s Permanent Mission to the United Nations in New York, from 1999 to 2003, and as an Alternate Representative for Singapore on the United Nations Security Council from 2001 to 2002. In 2006, he was appointed as the first Chargé d’Affaires in the Singapore Embassy in Doha, Qatar where he served until 2011. He was Singapore’s Consul-General in Dubai from September 2011 to December 2012. Ambassador Bhatia was Singapore’s first resident Ambassador to the United Arab Emirates from January 2013 to December 2016. He served as Director-General Middle East, North Africa and Central Asia from January 2017 to May 2019.
Ambassador Bhatia was awarded the Public Administration Medal (Bronze) by the Singapore Government in 2008. From 2009 to 2012, Ambassador Bhatia served on the board of Singapore’s Infocomms Development Authority (International). In 2016, Ambassador Bhatia was conferred the Order of Independence (First Class) by the President of the United Arab Emirates Sheikh Khalifa Bin Zayed Al Nahyan.
Amandeep Singh Gill of India was appointed Envoy on Technology to the United Nations Secretary-General on 10 June 2022.
Mr. Gill is the Chief Executive Officer of the International Digital Health and Artificial Intelligence Research Collaborative (I-DAIR) project, based at the Graduate Institute of International and Development Studies, Geneva.
Previously, he was the Executive Director and Co-Lead of the United Nations Secretary-General’s High-Level Panel on Digital Cooperation (2018-2019). In addition to delivering the report of the High-Level Panel on Digital Cooperation, Mr. Gill helped secure high-impact international consensus recommendations on regulating Artificial Intelligence (Al) in lethal autonomous weapon systems in 2017 and 2018, the draft Al ethics recommendation of UNESCO in 2020, and a new international platform on digital health and Al.
Mr. Gill was India’s Ambassador and Permanent Representative to the Conference on Disarmament in Geneva (2016-2018).
Mr. Gill holds a PhD in Nuclear Learning in Multilateral Forums from King’s College, London, a Bachelor of Technology in Electronics and Electrical Communications from Panjab University, Chandigarh and an Advanced Diploma in French History and Language from Geneva University.
