Lilia Razlog is a Senior Debt Specialist in the Macroeconomics and Fiscal Management Global Practice of the World Bank.
Ms. Razlog is a seasoned debt management expert with vast international experience in sovereign debt management, debt restructurings, fiscal policy, inter-governmental fiscal relations, credit risk, sub-national debt and finance, and a broader range of public finance management.
She has more then 20 years of professional experience in the public sector reforms and regional experience from Europe, Asia, Latin America, Pacific and Africa regions.
Prior to joining the World Bank, Ms. Razlog was a Director of the Debt Department in Moldova, a member of the Board of Directors of the Black Sea Trade and Development Bank, an Alternate Governor representative at the IMF, WB, a Governor representative at IFAD and other international institutions.
Ms. Razlog holds an MA degree from University College of London, UK.

Mr. David Rebelo Athayde has been Undersecretary for Fiscal Policy Strategic Planning at the National Treasury Secretariat, Ministry of Finance of Brazil since September 2021.
Prior to that he was Head of Investor Relations Office and Undersecretary for Law and Economics in Economic Policy Secretariat; and National Treasury civil servant since 2005, with experiences in the IT and Federal Government Debt Management departments.
David graduated in Electrical Engineering at the Universidade de Brasilia, with master’s degree in public Sector Economics at the same university. M.Sc. in International, Money and Banking at the University of Birmingham (UK).
Robin G. Reese holds a master’s degree in Political Science and a bachelor’s degree in European studies from the University of Oslo. He has previously worked at the Norwegian Embassy and Delegation to the UN/IAEA in Vienna, at the German-Norwegian Chamber of Commerce in Oslo and at Innovation Norway in Hamburg.
Since 2019, Robin G. Reese has worked in Norwegian Customs with Norway and EFTAs Free Trade Agreements related to Rules of Origin and Trade Facilitation, as well as the Generalized System of Preferences of Norway and the National Trade Facilitation Committee of Norway.
Dona Regis-Prosper is Secretary-General and Chief Executive Officer of the Caribbean Tourism Organization (CTO), which serves as the Caribbean’s tourism development agency. She is the first woman to assume leadership of the intergovernmental body and serves as the organization’s chief spokesperson guided by the strategic direction set forth by the Council of Ministers and Commissioners of Tourism and the Board of Directors.
Her professional career includes pivotal roles as Director of Marketing and Product Development at the St. Lucia Air and Seaports Authority; Director of Business Development for Margaritaville Caribbean Group in Jamaica; CEO of the Tortola Pier Park in the British Virgin Islands; and General Manager of the Antigua Cruise Port.
She holds a Master of Business Administration from Durham University Business School and is a Certified Professional Marketer. She was recently honored by the Caribbean Media Exchange (CMEx) with its 2023 Leadership award in recognition for her contribution to Tourism development in the Caribbean.
Ms Reguero Naredo graduated in Business Administration and specialises in International Financing. As a State Economist and Trade Expert, she held positions in the Ministry of Public Works and in the Trade Directorate. In 1999, she joined CESCE as Deputy Director of the International Relations and Research Department.
Since 2005, she is the head of CESCE’s Country Risk and Debt Management Department. In January 2012, she is appointed Chief Operating Officer – State Account Business.
Daniel Reichert-Facilides is an attorney in private practice admitted to the bar in Germany and in the State of New York. He spent most of his professional career as a partner at Freshfields, where he led the German project finance and export credit team.
He also regularly advises on financial restructurings and cross-border insolvency law. Besides his current roles as a Senior Counsel at Chatham Partners and as a faculty lecturer at the Institute for Law and Finance, he regularly contributes in different formats to the international debate on sovereign debt restructuring reform.
Nicola Reid is a career diplomat, currently based in the New Zealand Embassy in Paris.
She is presently New Zealand’s Permanent Delegate to UNESCO, as well as Deputy Head of Mission. She has worked for the Ministry of Foreign Affairs and Trade since 1999, and has previously been posted in Beijing and Apia.

Safiya Reid, a national of Trinidad and Tobago, is currently the Officer-in-Charge of the Directorate for Transport, Trade and Sustainable Development at the Association of Caribbean States (ACS) for the last two (2) years and has simultaneously been its Adviser for the last 3 years.
Possessing a wealth of knowledge and experience in international trade and regional development projects, Safiya is committed to realizing the potential of regional cooperation to advance the sustainable development of the Greater Caribbean.
Over the years, Safiya has done transformative work in several countries including Haiti and the Dominican Republic.
She holds an MBA in International Trade, Logistics and Procurement from the Arthur Lok Jack Global School of Business of the University of the West Indies. Being fluent in English, French and Spanish, she has dedicated most of her career to building cross-cultural, collaborative partnerships that sustain regional development.
Julia is an oceanographer and a global expert in ocean plastic pollution.
She has a PhD in plastic waste, studied plastic recycling, and was one of the earliest members of The Ocean Cleanup, a Dutch not-for-profit developing technology to remove plastic from the seas.
