In late 2022, the Government of the Republic of Djibouti and UNCTAD signed a new technical assistance agreement with the objective of reenforcing Djibouti's public debt management capacity. The project, financed by the World Bank, is part of the reforms implemented to strengthen the country capacity to fulfil its national and international reporting obligations, thus increasing the transparency of public finances.
Activities started in November 2022 with the first technical workshop during which 3 Djiboutian IT staff were trained on the basic concepts of DMFAS database administration as a pre-requisite to the installation.
During the first quarter of 2023, the Ministry of Budget purchased the necessary equipment, and in parallel, UNCTAD prepared for the conversion of the database from 5.2 to DMFAS 6 format. During this process some inconsistencies were detected in the database and were corrected.
In May, DMFAS 6 was installed at the Ministry of Budget and 3 database administrators were trained in the maintenance of the system. The technical training was followed by the first functional training in which nine debt officers from the Public Debt Department (PDD) were trained in recording and basic reporting using DMFAS 6.
In addition to project activities, two debt officers from the PDD participate in the joint UNCTAD-Debt Management Facility workshop on annual borrowing plan that took place in Geneva during the last week of June .
The next activity, the intermediate functional training that will review recording functions and detail the standard reporting and validation functionalities, will take place in September.
